The primary purpose of this Invitation to Tender is for the Directorate of Taxes to purchase access to a credit rating platform in order to ful-fill a variety of tasks connected to different Transfer Pricing areas, amongst others credit rating checks. This specifically entails access to an information platform to be able to compare inter-company interest rates and guarantee fees with market rates, through which arm's length prices are determined (transfer pricing).

Egnethet til å utøve yrkesvirksomheten:
The bidder must have fulfilled its obligation with respect to payment of taxes and employers' national insurance contributions.
— Certificate from the local tax office (Norway: RF-1244B).
The certificate may not be older than 6 months calculated from the date of submitting the bid. Any arrears or other remarks must be explained.
A declaration issued from the tenderer will be accepted if no authority in the tenderer's country of origin issues this kind of information.
The bidder must have fulfilled its obligations with regards to payment of value added tax.
— Certificate from the local tax office (Norway: RF-1244).
The bidder must be a legally registered business entity.
— Certificate of Registration.
As a minimum, the Certificate shall state:
— Organization number;
— Type of company: e.g. Limited company;
— Date of incorporation: e.g. 1999-xx-xx;
— Date Registered in the Register of Business Enterprises: eg. 1999-xx-xx;

The certificate may not be older than 6 months calculated from the date of submitting the bid.
Teknisk og faglig kapasitet:
The Supplier shall have solid experience with similar deliveries.
A list over the most important deliveries or services carried out the last 3 years, including information about the value, time period, and name of the public or private recipient. Also to be included is a short and descriptive summary of the deliveries or services.
