Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be up to date with payment of taxes and duties: — Tax/VAT certificate (Certificate issued by the Tax Officer (form RF-1244)) that is not more than 6 months old.
The tenderer shall work systematically to fulfil the requirements of the Health, Safety and Environment legislation: — HSE self-declaration, Annex 5 (to be signed by the General Manager and the Chief Employee Representative).
Tenderers are required to have a legally established company: Norwegian companies: — A company registration certificate (not older than 6 months). Foreign companies: — Proof that the company is registered in a trade or business register as prescribed by the law of the country in which the tenderer is established.

Økonomisk og finansiell stilling:
The tenderer must document financial implementation ability. The tenderer must have minimum rating A: — Documentation shall be presented, verifying the financial capability to fulfil contracts; for example, a credit evaluation/rating not older than 1 year and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating agency.

Varighet av rammeavtalen i måneder: 72
Begrunnelse for rammeavtaler med varighet over fire år:
According to the Public Procurement Regulations § 15-1 (4), a framework agreement shall normally last 4 years. The contracting authority chooses 4+1+1, a total of 6 years for the framework agreement, with the following justification: 1. Stability and predictability over several years — The schools require stability in the school year. Previous experience with changing contract providers has led to uncertainty in employees in schools as regards down time resulting from the switch. The switch cannot occur in exam periods, something which contributes to limiting when the switch can take place — The county has IT employees in all schools and in the central administration, a total of approx. 60 employees. All of these shall have training in the use of support systems. Stability for their operational situation contributes to increased competence in monitoring and operating the lines and thereby increased stability for employees. 2. There are large costs connected to switching providers every 4 years. Not only expenses for the new provider, but also resources from the contracting authority's side — Switching contract providers for broadband at 69 locations requires a lot of resources for the contracting authority, both financially and human. Experience from previous switches of contract providers has shown that new contract providers have used 1/4 of the contract period (without the option year) to switch to their broadband network. This has led to large extra costs for the contracting authority — The contracting authority expects the contract will last for 6 years, but with an option to end the contract after 4 years, if the contracting authority is not pleased with the contract provider.
