15/1018 Construction safety in arctic areas (ST5)

Petroleumstilsynet [Petroleum Safety Authority Norway]

As there will be more activity in the northern areas, there is a need to look at the different installations' suitability, challenges and risks, as well as the accompanying risk reducing measures connected to structural integrity. The Petroleum Safety Authority Norway will initiate a project where the object is to study these conditions in more details. The project will have a total duration from May 2016 to the end of 2017 (including the option) and it will be carried out in 2 phases:
Phase 1 (preliminary study/project definition):
A report shall be prepared that shall have the following content:
A description of the knowledge gap related to structural integrity related to petroleum activities in the Barents Sea.
Recommendations for further work to close the knowledge gap.
A detailed description proposing how to organise and resolve the closing of knowledge gaps with the highest priority.
Option.
Phase 2 (Main study/gaining knowledge):
A report shall be prepared with the following: Systematic feedback with proposals for solutions for the relevant issues identified in phase 1 and further described in the scope of work description for phase 2.

Finances — Requirement: Tenderers must have the financial capacity to fulfil the contract/assignment. Documentation requirement: The accounts for the last 2 years, including the annual report with notes and the auditor's statement. Credit evaluation/rating, not older than 1 year, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution.

Teknisk og faglig kapasitet:
Competence — Requirement: Tenderers shall have highly relevant professional competence. In particular expertise is wanted within structural and marine engineering, with special emphasis on actions and actions effects including hydrodynamics, stability as well as risk classification and analyses. Tenderers must also have good knowledge of the meteorological conditions and issues related to the arctic environment. Tenderers must have good knowledge of Norwegian rules, relevant standards and relevant class specifications. Documentation requirement: The tenderer's competence profile. This means a general description of what competence and qualifications the tenderer can offer, including any sub-suppliers.

Experience — Requirement: Tenderers shall have experience from similar work. Ref. the requirements above. Documentation requirement: The tenderer's experience profile. This means a general description of the tenderer's relevant experience. The tenderer must provide a list of the most important deliveries during the past three years, including information on contract value, date and client (name, telephone number and e-mail address). The clients may be contacted if needed.

Quality Assurance System — Requirement: A good and well-functioning quality assurance system is required for the services which shall be delivered.
