Harstad kommune

This competition is for the procurement of a total system for a wireless network in the municipality's infrastructure. This involves the replacement of all or large parts of the current installation as well as an expansion of the extent over time. The framework agreement shall also cover maintenance and support of the system for wireless network in Harstad municipality's network.
After the contract has been signed, central components will be procured for the system and up to 300 access points. These will be used to replace the existing access points and to expand the wireless network coverage area. The total of number of access points that are expected to be procured in the entire framework agreement is up to 400-500.

Options:
The tender shall, as an option, have a description of a service/response time agreement for errors and the costs connected to such an agreement.
The extent of competence transfer to the customer shall be included in the tender as well as options for training internally at the customer and/or external.
The contract can be extended for 1+1 year so that the total possible contract length is 4 years.

The service provider shall have his tax and VAT payments in order.

The service provider must have a functioning HSE system. HSE self-declaration.
The service provider must be a legally established company.

Økonomisk og finansiell stilling:
Financial solidity
The service provider must have the financial capacity to carry out the assignment/contract.
Credit evaluation/rating, not older than one year, based on the last known fiscal figures.
Teknisk og faglig kapasitet:
Very good experience from equivalent contracts is required.
A short description of equivalent previous contracts. Including information on value, date and recipient (name, telephone number and e-mail address), the references can be contacted if needed.
The service provider shall have good execution capability and capacity.
A description shall be given of the service provider's technical personnel or technical entities that the service provider has at their disposal to fulfil the contract.
A good and well-functioning quality assurance system is required for the services that will be provided.

E-invoices
Service providers shall send all invoices and credit notes on e-invoices in EHF format from the start of the contract.
Documentation/confirmation that the service provider can send e-invoices in EHF format.
