Welding and mechanical work — Framework agreement

Tromsø kommune

Tromsø kommune shall enter into a two year framework agreement for welding and mechanical work.
The agreement will be used by the municipal entities. The largest users of the agreement are Water and Sewage as well as Building Administration.
Tromsø kommune's water and sewage office currently has operational responsibility for 108 pump stations and six sewage treatment plants.
Building Administration operates approx. 150 buildings, as well as approx. 1 000 municipal residences.
In order to undertake quick improvements and repairs, we want to enter into a 2 year agreement with an option for deliveries for a further 2 years. The agreement shall ensure the delivery of professionally performed work in a quick and effective manner.
The agreement which includes both goods and services is anticipated to have a value of approx. 2 000 000 NOК per year. The estimate is based on statistics from previous years, and does not carry obligations for the municipality or rights for the tenderer.

Information of the tenderer: Annex 1 shall be completed and attached to the tender. The tenderer is asked to provide information on their organisation and turnover in an extent that gives Tromsø kommune an accurate picture of the company.

Certificates of registration in a professional register as determined by the laws of the country where the supplier is established, for example the Brønnøysund Business Register (company registration certificate), as well as any established classification for the register where applicable.

Certificates issued by the competent authorities in the member country where the tenderer is established, confirming that the tenderer have met the obligations with regard to the payment of taxes and social security contributions in accordance with the legal requirements of the relevant country. (The certificate can be downloaded from Altinn.) The certificate must not be more than 6 months old.

Self-declaration on wages and working conditions (Annex 4) shall be filled in and delivered with the tender offer.

Økonomisk og finansiell stilling:

Finances: The company's (not the group's) last 2 years annual reports, as well as turnover for the products included in the contract. As a minimum this should contain the Board's statement, profit and loss statement, balance sheet, and notes. In addition, we request that the audit report for the last two years be attached. Any sub suppliers.

Teknisk og faglig kapasitet:

References: Overview of a minimum of 3 references (with value, time frame, customer name and contact persons) from equivalent deliveries in the agreement area, carried out during the last 3 years.

Technical: Description of equipment, equipment of relevance for the execution of this contract.

Professional qualifications: The tenderer must be able to document their professional competence for welding of acid resistant materials, steel and PE and hold a certificate for hot work. Tenderer must be able to document that the workers who shall perform the work at sewage installations are vaccinated. Tenderer must be able to provide documentation on the professional competence of the personnel who shall perform the work tasks.
