Universitetssykehuset Nord-Norge HF, hereafter called the Contracting Authority, invites tenderers to an open tender contest without negotiations, as a Turnkey contract with collaboration, regarding the construction of a PET Centre.
The contract includes primarily the following works:
— Barracks and operation of construction site in contract period.
— Base and drainage pipes.
— Complete structure [shell] with concrete, frame, facades/roof.
— Complete HVAC works.
— Complete Electrotechnical works.
— Interior construction works.
— Cast in-situ culvert between PET and A wing.
— Bridge between MH and PET.
— Outside works, including W&S system and connection to the municipal network.

K1.1 Company Certifications. The tenderer shall be a legally established company. Documentation: — Company registration certificate

K1.2 Tenderer shall have the following certifications: Documentation: — Responsible contractor for the facility, constructions and installations, enterprise classification 3. — Copy of central certification or an overview of projects that refer to the right to be responsible for local certification for equivalent projects of the same size and complexity.

K1.3 Tenderer shall submit: all certifications required for works included in this contract. Documentation: — Copy of all certifications required

K2.1 QA and HSE. Tenderer shall have an established QA system which as a minimum meets the requirements of The Planning and Building Act. Documentation: — The company's quality assurance system

K2.2 HSE self-declaration in accordance with Annex w to the Regulations § 17-15 must be submitted. The tenderer shall meet the requirements of Norwegian legislation with regard to health, safety and the environment. Documentation: — HSE self-declaration

K3.1 Implementation ability, competence and experience. Tenderer's company shall have an organisation and size which ensures the execution of the project within the provided progress plan. If parts of the works are planned to be carried out by contract facilitators, it must be reported which works this concerns along with the capacity of the individual contractor facilitators. Documentation: — Overview of the tenderer's total manpower, — Tenderer's organisation plan on a company level, including any contract facilitators. — Document the competence of key personnel in the company. Also applies to UE / UL. — Provide information about who is intended to be the project manager and foreman for this project, with information about the experience of these people (CV). Also applies to UE / UL.

K3.2 Tenderer's company must have previously executed complex assignments. Documented must be enclosed. Documentation: — R Reference list of relevant assignments with indication of the reference projects A. Size; B. Value; C. Time of execution; D. Contracting Authority's name; E.Executing key personnel.

Økonomisk og finansiell stilling:

K4.1 Financial solidity. Tax and duty certificates shall be presented in accordance with the Regulations §17-14: For Norwegian tenderers, the certificate shall be stipulated by the Norwegian Tax Administration. Significant VAT/tax arrears can lead to rejection. The certificates should be no more than six months old from the tender deadline. Foreign tenderer shall present equivalent certificates to the above mentioned in accordance with their own country's systems. Documentation: — Certificate on the status of taxes and duties

K4.2 The tenderer shall have sufficient economic and financial solidity to be able to fulfil the contract obligations. Documentation: — Annual financial statements with notes for the last two years, together with the auditor's Annual Reports.
