Askøy kommune

Askøy municipality currently has an occupational pension for its employees in Storebrand.
The chief councillor is now preparing a case on the future provider of the occupational pension for employees.
The case shall be finally decided in the municipal council.
The establishment of a separate pension fund will be a real alternative.
Askøy municipality would, thus, like tenders for services for a turnkey system for a separate pension fund in accordance with the main tariff agreement in the KS tariff area. This is to include tenders for all the necessary liabilities and assets services. The exceptions are the manager, board and auditor.

Requirements: Tenderers should have their tax payments in order.

Documentation:

Tax Certificate, issued by the Tax office or the Tax Collection Office (form RF-1244). The tax certificate must not be issued more than 6 months before the deadline for requests to participate.

Foreign tenderers are to provide certificates from the corresponding authorities in the countries where they are registered for tax.

If the authorities in respective countries do not issue such authorisation, the tenderer must provide a self-declaration form regarding whether there are arrears on taxes and if so, the amount of this. The self declaration must be signed.

Requirements: The service provider shall be a legally established company.

Company Registration Certificate, not issued more than 6 months before the deadline for requests to participate expires. Foreign tenderers must prove that the company is registered in a professional register or business register as prescribed in legislation in the country where the tenderer is established.

Requirement: Licence to provide capital management services for the pension fund.

Confirmation from the Financial Supervisory Authority of Norway of a licence to offer management of the pension fund's resources in Norway.

Requirements: compliance with HSE regulations.

Tenderers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities at any time stipulate.

Appendix III — A filled-in HSE self-declaration form. The self-declaration must not be issued more than 6 months before the deadline for requests to participate expires.

Økonomisk og finansiell stilling:

Requirements: the company's solidity

The service provider must have sufficient economic and financial capacity to complete the contract.

Documentation:

Askøy municipality will obtain information regarding the service provider's economic and financial capacity from Proff Forvalt credit information company. It is therefore unnecessary to submit these details. (All companies who have provided financial statements to the Brønnøysund Registre Centre will be registered through Proff Forvalt). Tenderers must check if there is such information available from Proff Forvalt (www.forvalt.no).

Minimum B3 described in Proff Forvalt's rating, is accepted. Service providers who have not submitted their accounts to the Brønnøysund Register Centre and are therefore not registered in Proff Forvalt, or who do not fulfil the above character requirements, can prove their financial and economic capacity with suitable bank/parent company guarantees, relevant liability insurance and/or extracts from the annual accounts. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the service provider does not have the financial or economic capacity to fulfil the contract. The contracting authority's financial risk means economic loss caused by non fulfilment of the contract.

Teknisk og faglig kapasitet:

Requirements: Ability to fulfil the contract — personnel

The tenderer is required to show a good ability to carry out the assignment in accordance with the needs of the contracting authority. The service provider is therefore required to have sufficient capacity to be able to implement the assignment.

Documentation:

Documentation: Overview of the number of full-time equivalent years with expertise for special/important disciplines for the fulfilment of this delivery.

Requirements: Experience from similar assignments

The tenderer is required to have good experience with similar assignments.

The service provider must complete attachment 4 — Reference Form, concerning the most important, relevant deliveries in the last 3 years, dates and contracting authorities. There must also be a summary of contacts for the contract in question, along with the telephone numbers and e-mail addresses of contacts.

Requirement: Quality assurance.

The assignment requires service providers to have systems for quality management.

Documentation: (shall be given in one of the following ways):

Description of the company's routines for quality management. If a tenderer holds an ISO 9001:2000 or later certificate, this may be attached.

3.5 Collaboration declaration between assets and liabilities providers

If the liabilities and assets services are provided from different legal companies, both must be qualified. A signed collaboration declaration between the liabilities and assets providers must be enclosed in such cases in order to be qualified.

3.6 Sub suppliers

If a tenderer has sub-suppliers, these shall also be qualified.

The sub suppliers shall document fulfilment of the following qualification requirements:

If the tenderer will use other suppliers' competence and capacity to be qualified, a binding statement must be enclosed that verifies this relationship, cf. annex 4. The statement shall be signed by the sub supplier.
