Bærum kommune (BK) purchased Solbergveien 7 in 2009 for the purpose of building welfare dwellings. Detailed zoning of the site has been carried out. Refer to the approved zoning plan and provisions in regard to site, position, accessibility etc.
It is planned to build 38 new apartments (welfare dwellings) in low lying residential blocks of flats, in 2 and 3 floors.
It is not possible to deliver either sub-tenders or alternative tenders.

It is planned to build 38 new apartments (welfare dwellings) in low lying residential blocks of flats, in 2 and 3 floors, with illustrations, annex FV3.1 and FV3.2, as a basis for the solution. Necessary adaptations in accordance with legal requirements and the tender documentation's requirement specification must be adhered to. Husbanken's requirement for plan solutions and guidelines for subsidy must be followed.The dwellings shall achieve an energy character of B according to the energy label table applicable from 1.7.2013. I.e. delivered energy shall be max. (95 A + 1 000)/A kWh/m² (NVE — energimerking.no)All works are to be designed, executed and inspected in accordance with requirements given in the construction programme. New additions and outdoor facilities as well as technical installations shall be complete and fulfil their functions, also where there are multi-discipline requirements.Particular consideration is given to inside environment and cleaning by choice of form, materials and surfaces.Particularly with transition between materials, it must be ensured that there are no disparities that can for example create chemical reactions.Turnkey Contractor is responsible for the fire assessment, Annex FV11, being followed in connection with further engineering design, application on general permission and execution.The dwellings and outdoor facility shall be robust and suit the purpose. This applies particularly in regard to surfaces and material use.The dwellings shall be connected to district heating. Oslofjord Varme (previously Fortum Fjernvarme) have expanded their license area to also cover Solbergveien 7.Also refer to the approved detailed zoning for the site, cadastral number 5 and title number 129, with decision 23.10.2014, see Annex FV12 and planning map Annex FV13.

Beskrivelse av opsjoner:
Option 1:
Dwelling ventilation with decentralised aggregate (aggregate in each apartment). All of the costs and inflationary conditions are to be included in the option (deduction for technical rooms on the roof, less fire insulation channels, less space-requiring, kitchen ventilator with coal filter will be discontinued, normal kitchen ventilator will be put in, simple engineering design, simple installation etc.).

Option 2:
Option two applies to external cladding as a combination of ventilated cladding, dressed with dyed silicone based plaster and standing seam roofing. All costs and inflationary conditions shall be included in the option. The price consequence is addition for new cladding and with deduction for the calculated cladding.

Økonomisk og finansiell stilling:
The company shall have sufficient financial capacity to comply with the contractual obligations and shall as a minimum have ‘good creditworthiness’ or equivalent:

If the tenderer has valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer can prove the economic and financial position with any other document that the Contracting Authority deems suitable. The company shall have good experience with assignment of equivalent nature, scope and complexity. Dwelling projects (apartment building) designed and constructed according to TEK10 with
contract cost min. 50 000 000 NOK will be considered as equivalent assignments:
The company's list of relevant deliveries / reference projects (max. of 5) in the last 4 years.
The list shall contain information of:
— Name of the project;
— Address;
— Date;
— A short description of the project;
— Contract value;
— Contract practice;
— Scope (approx gross area in m²);
— Contracting authority;
— Contact person and the contact person's mobile number.
Any certificates from contracting authorities shall be presented. The contracting authority reserves the right to verify the given information with the stated contact person.
An efficient quality assurance system adapted the nature of this contract:
A brief description of the company's quality assurance system.
The description must, at a minimum, include the following:
— A general description of the content in the system (maximum 1 page),
— An overview of inspection plans and check lists with relevance to this contract.
