It is planned to build 38 new apartments (welfare dwellings) in low lying residential blocks of flats, in 2 and 3 floors, with illustrations, annex FV3.1 and FV3.2, as a basis for the solution. Necessary adaptations in accordance with legal requirements and the tender documentation's requirement specification must be adhered to. Husbanken's requirement for plan solutions and guidelines for subsidy must be followed.The dwellings shall achieve an energy character of B according to the energy label table applicable from 1.7.2013. I.e. delivered energy shall be max. (95 A + 1 000)/A kWh/m² (NVE — energimerking.no)All works are to be designed, executed and inspected in accordance with requirements given in the construction programme. New additions and outdoor facilities as well as technical installations shall be complete and fulfil their functions, also where there are multi-discipline requirements.Particular consideration is given to inside environment and cleaning by choice of form, materials and surfaces.Particularly with transition between materials, it must be ensured that there are no disparities that can for example create chemical reactions.Turnkey Contractor is responsible for the fire assessment, Annex FV11, being followed in connection with further engineering design, application on general permission and execution.The dwellings and outdoor facility shall be robust and suit the purpose. This applies particularly in regard to surfaces and material use.The dwellings shall be connected to district heating. Oslofjord Varme (previously Fortum Fjernvarme) have expanded their license area to also cover Solbergveien 7.Also refer to the approved detailed zoning for the site, cadastral number 5 and title number 129, with decision 23.10.2014, see Annex FV12 and planning map Annex FV13.
