Requirement: Tenderers must have their tax, payroll tax and VAT payments in order.

Documentation:

Tax certificates not older than 6 months from the qualification deadline. A Tax Certificate is defined as:

For Norwegian tenderers:

— Tax certificate, issued via Altinn, The Tax Office or the Tax Collection Office.

— VAT certificate, issued via Altinn, The Tax Office or the Tax Collection Office.

For foreign tenderers:

— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a self-declaration which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Requirements: The tenderer shall be a legally established company.

Company Registration Certificate, not issued more than 6 months before the deadline for requests to participate expires. Foreign tenderers must prove that the company is registered in a professional register or business register, as prescribed in legislation in the country where the tenderer is established.

Requirements: compliance with HSE regulations.

Tenderers who shall perform work in Norway must meet the requirements for health, safety and environment that the Norwegian authorities always stipulate.

Appendix 3 — HSE a declaration form is filled out. The self-declaration must not be issued more than six months before the expiration of the deadline for requests to participate.

If the contractor plans to engage subcontractors or joint venture partners in connection with the implementation of the contract, these shall be identified in the qualification application with a description of the services or fields they are participating in.

Subcontractors shall present the following documentation:

— Tax certificate;

— VAT certificate;

— HSE self-declaration;

— Company Registration Certificate.

In such events, the qualification application shall also contain a signed statement of obligation, agreement on co-operation or equivalent, verifying that the tenderer has the necessary resources at disposal, c.f. the Public Procurement Regulations §§ 17-8 (2) and 17-9 (2). Template for the statement of obligation is attached annex 2.

Økonomisk og finansiell stilling:

Requirements: the company's solidity:

The tenderer must have sufficient economic and financial capacity to complete the contract.

Documentation: The contractor can document his economic/financial capacity in the following ways:

— Credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with equivalent certification in a member country in the EU/EEA. The credit rating report must be based on updated accounting information.

— The last year's annual accounts including the board's annual report and the auditor's statement. Newly started companies that cannot present approved annual accounts can present the accounts that have been completed.

— Appropriate bank/parent company guarantees and/or relevant liability insurance. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the service provider does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non fulfilment of the contract. Parent Companies providing guarantees must document that they themselves comply with the requirement for ‘the company's solidity’.

The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company's solidity requirement is fulfilled.

The Contracting Authority reserves the right to obtain credit rating reports.

All the received and possibly obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

If a contractor wishes to rely on subcontractors or joint venture partners in connection with the compliance of the qualification requirements related to economy and financial position, c.f. point 3.3, shall the qualification application contain necessary documentation related to subcontractor or joint venture partner.

Teknisk og faglig kapasitet:

Requirement: Competence:

The contractor must substantiate equivalent central approval for the right to accept responsibility enterprise class 3; paramount liability for implementation (buildings, plants, or structures, technical installation and/or sanitary, heating and fire extinguishing systems).

Documentation:

— Central approval for the right to accept responsibility enterprise class 3, paramount liable for execution;

— Documentation that verifies that the contractor has qualification for achieving local approval in the same enterprise class.

Requirements: Experience from similar assignments.

The tenderer is required to have good experience with similar assignments.

The contractor shall documents three reference projects for execution of equivalent assignments during the previous 5 years.

It is a minimum requirement that the contractor can substantiate experience with:

— Execution of water and sewage pipes larger than 300 mm;

— Execution of renovation projects using the NoDig method, larger than 300 mm;

— Works near existing installations;

— Works near existing brick walls /buildings;

— Co-ordination of motor traffic and pedestrian traffic under execution;

— Co-ordination between agencies and authorities.

Documentation shall be presented in the following manner:

The contractor shall give a detailed description of the reference assignment (maximum 2 A4 pages for each assignment), with emphasis on the main work tasks.

The following shall also be informed:

— the value of the project;

— date;

— name of the recipient.

Requirements: Ability to fulfil the contract — personnel.

The tenderer is required to show good ability to carry out the assignment in accordance with the needs of the Contracting Authority. The tenderer is therefore required to have sufficient capacity to be able to implement the assignment.

— An overview of the company's total number of man-labour years with competence for special/important disciplines.

— Documentation: Overview of the number of man labour years with competence in special/important professional fields in connection with the implementation of this contract.

Requirements: Procedures for environmental management.

The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact.

Description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery.

If the company is certified to ISO 14001:2004 (or a more recent version) or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Requirements for quality management.

The assignment requires tenderers who have systems for quality management and effective flows of goods.

Documentation: (shall be given in 1 of the following ways):

Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility, manufacturing process and continuous analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.

If the contractor wishes to rely on subcontractors or joint venture partners for compliance with quality requirement related to requirement for technical and professional qualifications, c.f. point 3.4, the qualification application shall contain necessary documentation related to the subcontractor or joint venture partner.
