Research assignment: Adjustment to enduring high work immigration on the Norwegian work market

In the last ten years, Norway has experience a strong increase in work immigration, particularly from the European countries who became members of the EEA after 2004. High work immigration means rapid changes in access to certain types of competence in the work market. Such rapid changes in access to labour may initiate a series of adaptations i.a. both workers and employers. There is a need for more knowledge about in which degree and in which form such adaptations have occurred or are occurring in Norway.
A detailed description of the assignment's content and requirements of the assignment is given in Appendix 1 to the contract.

Qualification requirement:
— Paid taxes and fees
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax and VAT certificate; not older than six months, issued by a competent authority, confirming that the tenderer has fulfilled his tax, social security contributions and VAT payment obligations. A combined tax and VAT certificate can be ordered by tenderers from https://www.altinn.no

Økonomisk og finansiell stilling:
Qualification requirement:
— Adequate economic and financial capacity to carry out the delivery where, i.a., creditworthiness with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or equivalent form of documentation to demonstrate that the requirement has been met.
For circumstances where the engaged party supports themselves on another company's economic and financial strength, there must be a signed confirmation from this second company that obligates them to the engaged party. This shall be enclosed with the tender.

Qualification requirement:
— The tenderer must be able to prove experience with similar deliveries
Documentation requirement:
— Reference list of delivery year with relevance to this assignment. The list of references shall contain names of contracting authorities and named contacts as reference. It must be clear what was delivered and the role that the service provider had in the delivery, as well as any cooperation partners/sub suppliers.

In the event of a tenderer relying on other companies' technical and professional qualifications, the tenderer shall document that the tenderer will have use of the necessary resources at the stated sub contractor(s) in the contract phase. Confirmation that the tenderer has such authority must be from and signed by the sub contractor. This shall be enclosed with the tender.
