Reagents for abuse analysis in urine on AU680 instrument

The Norwegian Institute of Public Health shall enter into a framework agreement for method reagents for screening drugs and alcohol in urine on instrument AU680 from Beckman Coulter. The total extent is approx. 200 000-250 000 analyses (tests) per annum, with an estimated value per annum of 1 500 000 NOK excluding VAT. The estimate is based on historical figures (2014) and it currently includes a total of 14-15 different methods.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) The tenderer shall be a legally established company.
Documentation: Company registration certificate.
2) The tenderer shall have good conduct.
Documentation requirement: Tenderers shall confirm in a self-declaration that the requirements in Annex 4 of the tender documentation are fulfilled.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement: The tenderer's annual accounts including notes with the Board's and auditor's reports from the last year.
Teknisk og faglig kapasitet:
1) Tenderers shall have a sufficient ability to fulfil the contract and experience with equivalent deliveries.
Documentation requirement: A list with an overview of equivalent deliveries the previous 3 years. The list shall as a minimum contain:
— Name of the customer,
— The scope of the assignment,
— The date of the assignment,
— Short description of the delivery, including delivery of products and user support.
2) Tenderers shall have sufficient competence to provide user support for the offered reagents and the applications.
Documentation requirement: A description of the tenderer's competence for the requested reagents and the accompanying calibrators (Annex 3) and technical (professional) personnel that the tenderer can use for fulfilment of the contract, whether they belong to the company or not.

The documentation must clearly state that the technical personnel or units have professional competence in user support for the method reagents as well as the applications that are offered for the AU860 instrument and the number of persons who have this competence. A binding statement shall be enclosed if the stated resources belong to another company than the tenderer.

3) Tenderers shall have satisfactory routines for quality assurance adapted to the services that are to be provided.
Documentation requirement: A brief description shall be given of the overall quality assurance system that the tenderer will use for carrying out this contract.
Certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2002. Instead of attestation, other verifiable quality control systems are acceptable where relevant procedures, certificates and deviation management/improvement works, etc. are documented. If certificates or other documents are issued or in another way belong to another company than the tenderer, e.g. group, parent company or manufacturer, documentation shall be given that states that the certificate of documentation also applies for the tenderer.
