Procurement of tests and a competence tool for recruitment purposes

The contracting authority would like tests and a competence tool for recruitment purposes. The competence tool shall be used for job analyses and it shall be able to generate an interview guide. The tool shall help the contracting authority raise the quality of the recruitment process and the result of it. The contracting authority would therefore like a system that can predict candidates' job accomplishments, at the same time as being user friendly for the contracting authority, test administrator and candidates.
The contracting authority would like to enter a contract with a supplier of tests who can offer:
— a test tool;
— competence tool;
— courses in using the competence and test tool;
— reporting;
— documentation and manuals;
— user support/consultancy services.
A full description of the delivery is in annex 1 of the contract — the contracting authority's specifications.

Negotiations are not allowed in this competition, so it will be a 1-way presentation of the system. The demonstration will be an object for award in accordance with the evaluation of user friendliness. Further information on the date of the presentation will be given after the tender deadline.

Requirements:
Tenderers shall have their tax and VAT payments in order.
Documentation requirement:
— A certificate, not older than 6 months from the deadline for receipt of tenders, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Økonomisk og finansiell stilling:
Requirements:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement:
— Credit rating report, not older than 6 months, from Dun & Bradstreet, Lindorff Decision or equivalent approved credit rating agency.
— If there is no credit report, the tenderer may alternatively enclose accounting statements, with the auditor's report, for the last financial year.
Teknisk og faglig kapasitet:
Requirements:
Tenderers are required to have the following:
— Secure ability to fulfil the contract.
— Good competence and experience from the fulfilment of assignments/framework agreements with an equivalent size and complexity as described in annex 1.
Documentation requirement:
— Organization chart and overview of the number of people the tenderer can currently use within the disciplines in the contract.
— Overview of three relevant reference assignments, carried out during the last five years with specification of the contracting authority, contract value and time frame for execution. The description must include the contract value, date and recipient (name, phone and e-mail). References must be contactable if necessary, to clarify the relevance of the contract. However, it is the supplier's responsibility to provide a description substantiating relevance.
