This notice is for the procurement of services that shall be included as measures in the introduction programme in Tromsø municipality. Interested tenderers can submit a tender for the enter portfolio of measures, or only for parts of it.
The introduction programme in Tromsø municipality.
The law on the introduction scheme and Norwegian tuition for newly arrived immigrants §3 states that the municipality shall see to an introduction programme for newly arrived immigrants who live in the municipality. The introduction scheme is the most important means for qualifying newly arrived immigrants and their families. The aim of participation in the introduction programme is to give basic competence in Norwegian, basic insight into Norwegian society as well as to prepare for participation in working life and/or education.
The introduction programme shall, at a minimum, include Norwegian tuition, social studies and measures that prepare persons for further training or for working life. Each participant shall have an individually adapted introduction programme, based on the participant's background and prerequisites. The programme shall be year round and full time, which involves participants having an offer 37.5 hours/week and the programme shall follow the school year. The participants have the right to 5 weeks holiday and this is divided up into 4 weeks in the summer and 5 days at Christmas and New Year.
The Refugee Service in Tromsø has approx. 300 participants in the introduction programme. The municipality's delegation rules give the Adult Tuition in the municipality the responsibility for teaching in Norwegian and social studies and this shall therefore not be a part of the procurement. The Refugee Service is responsible for the programme's content beyond this and the coordination of measures for each individual. The measures shall be stipulated in each person's individual plan (the Introduction Act § 6) and this will therefore form a guideline for each person's participation in the course.
The cooperation contract that exists between the Adult Tuition and the Refugee Service gives the Refugee Service the responsibility for measures beyond Norwegian education. The units have then divided the school year so that the Refugee Service is responsible for the full time offer in the weeks when the Adult Tuition is closed. Furthermore, the municipality's model for the programme states that the Refugee Service shall see to measures for 10 hours a week at the start. Furthermore, the unit is responsible for work orientated course in the programme and must, therefore, have full time work orientated measures for 2 years.
Date, location and material:
The date for courses that shall be held in the school's holidays, depends on the municipality's school dates for the year in question. Courses which are held for new participants in the programme will be on the last part of Wednesdays and all of Thursday each week. This will be fixed for the first year that the participants are in the programme. Furthermore, the work orientated course will start in year two and this will be full time every day, year round.
The organiser of the measures must provide premises for the actual courses/measures and the location ought to be in the centre of Tromsø.
All the measures shall be carried out during the working day and shall make up a total of 7.5 hours per day. Measures that have a more network building character and an aim of including activities together with the population of the municipality can be carried out in the late afternoon/early evening. This must, however, be clarified with the participants and it must be stipulated in the participant's individual plan.
The organiser of the measures must provide the necessary course material.
Group composition of the courses:
The course participants in the programme have different first languages. The current composition has Tigrinya, Somali, Arabic, Dari and Farsi as the largest languages. Interpretors or persons from the resource group are expected to be used in the education for those who require it.
The participants come with different levels of competence, ranging from illiterate to persons with university education.
The group compositions must be decided based on language level, competence and need for interpretaters. For example, in practice this means that one computer course must have four groups in four different rooms due to language composition and computer competence.
Flexibility:
The Refugee Service houses refugees year round. Furthermore, the need for education can vary in the target group, both based on nationality and first language, competence and the aim of the programme. The course provider ought, therefore, to be flexible as regards admissions, group composition and course content, so that this can be adjusted in line with the current need of the target groups.
Resettlement can, for a period, be different from other periods, so that the group size and start-up date for a course must be postponed or an extra group must be started up. Such changes will be clarified with the contracting authority as and when they occur.
The municipal council can also approve increased resettlement in the coming years, and the number will therefore be higher than that stated here.
Competence requirements for the service provider:
The service provider must have, or get sub suppliers who have, competence in the different themes for the courses.
Measures that have pronounced language support services must have personnel for this part of the measure that have formal education competence.
The aim of the measures:
All the measures that are a part of the programme shall contribute to strengthening the participant's options for transferring to work/education and independent participation in society and financial management. All the courses/measures must therefore support such an aim. The courses must be adapted to the participant's competence and all the courses must have the aim of increasing Norwegian knowledge.
Registration of absence and attestation of timesheets
The organiser of the measures is obliged to keep a good and complete overview of absence, which is to be sent to the Refugee Service on 30 of every month. The overview must show participation for each individual each hour, as this forms the basis for any deductions in the introduction grant.
The organiser of the measures must attest each individual's timesheet. This means that participants themselves fill in their timesheets and this registration of absence shall be checked with the organiser of the measures' registration, and then attested on each individual's timesheet. The Refugee Service will assess the documentation for absence and whether the absence is valid. The organiser of the measures shall only document/attest presence.
Participants will have an activity log for ‘including and network activities’, which the organiser must sign in order to document participation.

The service provider will have the main responsibility for ensuring that the participants have an offer for 10 hours each week and its main assignment will be to coordinate and quality assure the logistics by coordinating between different suppliers and municipal
actors.The measure is aimed at participants when they start the introduction programme and will run for approx. seven months into the programme period. There are three admissions for the project: August, December and March. Each admission will have between 40 and 60 participants. Periods can be subject to increased resettlement and this can lead to a larger group of participants, or a need for a fourth admission.The measure is to be built on modules in the obligatory 50 hours social studies, which include the following main topics:1. Immigrants in Norway — information that is necessary for person who have just arrived in a new country (6 hours).2. Democracy, welfare and values. Values that form the basis for understanding democracy and Norwegian legislation (4 hours).3. Health — insight into how the Norwegian health service functions and how you can make use of it (8 hours).4. School, education and qualification. The Norwegian education system, qualification and certification (10 hours).5. Work, working life and the labour market. The starting point is the participants'work wishes and possibilities for work in Norway (10 hours).6. Children and family — family pattern, gender roles, cohabitation forms, parenting and phases in live (6 hours).7. Population structure and natural conditions — how you live and stay in Norway, geography, climate and natural conditions (6 hours).50 hours of social studies are included in the ten hours per week and are provided by the Adult Tuition. The Adult Tuition offers courses when there are a sufficient number of participants and available first language teachers to hold a course. The aim is to build up a resource group consisting of persons who have language competence that are compatible with the language diversity that is in the target group at any one time. There is a need to provide guidance and training soon after arrival and it is in this phase that it is important to communicate information in a language that the participants understand. It is not always appropriate to use ordinary interpreters in cases where guidance and teaching is done in groups. This is because it is costly, but also because the interpreters do not know the methodology and content of the different
measures.With this background, the aim is to be able to recruit and give training/certification to employees in the resource group, so that these can contribute to the implementation of housing guidance, parental guidance and career guidance. Furthermore, the resource group will be important for implementing ‘intro start’.Service providers who would like to take on the project must be able to see the entire portfolio of measure as one, and contribute to there being coverage for implementing the measures by access to resources persons. The contracting authority will bear the costs of certification for ICDP supervisors through other project resources.Recruitment, employer responsibility and follow-up.Employees in the resource group shall not be registered interpreters/employees in an interpreter agency that the municipality uses, as this will come under another contract.Employees here will be paid through this contract in ‘Work orientated measures for persons with little or no school background’ and the service provider that signs a contract here will therefore have employer responsibility and formal association with the project. The service provider is, however, obliged to have this part of the resources as a part of the measure ‘intro start’. This will, however, provide an opportunity for the service provider to see the two measures in context, and possibly implement that participants on the measure contract ‘Work orientated measures for persons with little or no school background’ are natural participants for the measure contract ‘intro start’. It will allow for teachers in this measure being able to have meeting times and participation in the other measure.The measure ‘Work orientated measures for persons with little or no school background’ has costs for four first language supports. It is the language composition in the target group and the logistics in connection with ‘intro start’ that will decide how many and what job percentage these ought to have. Organisational and legal position. The service provider shall be a legally established company, and a company registration certificate must therefore be enclosed. Furthermore, the service provider shall have their tax and VAT payments in order and a tax certificate not older than 6 months must be enclosed. Foreign service providers shall enclose equivalent certificates to the Norwegian one.
