The contract's extent:
NRK intends to enter into framework agreements with selected suppliers for the following deliveries:
Total delivery, including the product groups:
— Standard office furniture;
— Conference, canteen, meeting room and reception furniture;
— Dividing walls;
— Archive cupboards;
— Specia tables (NRK designed tables);
— Office chairs;
— Supplementary procurements/completion.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: Tenderers shall be a legally established company. Documentation requirement: Company Registration Certificate from the Brønnøysund Register Centre or equivalent, in the country where the company is registered.
Qualification requirement: The company should have no considerable arrears relating to the payment of taxes and duties to the government. (Requirement for Norwegian tenderers only) Documentation requirement: Tax and VAT certificate issued by the Norwegian Tax Authority. The certificate must not be more than 6 months from the tender deadline. Any arrears must be justified. The certificate can be obtained from Altinn.

Økonomisk og finansiell stilling:
Qualification requirement: Good solidity which will guarantee execution capabilities throughout the entire term of the framework agreement is required.
Documentation requirement: Accounts:
— The company's annual accounts with the auditor's report for the last two years are to be enclosed, as well as ny other recent relevant information.
Credit assessment:
— A credit/solidity rating and bankruptcy prediction from a certified credit rating company shall be enclsoed with the qualification application.
The assessment must provide information on (1) the credit rating and (2) the extent of any risk of bankruptcy (bankruptcy prediction).
—The assessment must not be older than 3 months from the application deadline.
NRK retains the right to undertake an assessment free of charge of the tenderer's economic and financial standing through Experian unless the tenderer in the letter of offer expresses otherwise. If a candidate, after an assessment of themselves, is in doubt as to whether the documentation of their financial capacity will be seen as sufficient, or if they have valid reasons as to why the requested documentation cannot be presented, a guarantee from a parent company that fulfils the qualification requirement (the above mentioned documentation requirement must be presented for the parent company), or alternatively documentation in the form of, for example, a statement from an auditor or financial insitution that is suitable for fulfilling the documentation requirement, can be accepted.

Teknisk og faglig kapasitet:
Qualification requirement: Tendrers must have a national distribution network that covers all of NRK's departments and local offices. An overview map can be found at http://www.nrk.no/informasjon/organisasjonen/1.6631072

— Describe the distribution network.
—A description shall be given of any sub suppliers.
Qualification requirement: Tenderers shall have architectonic competence available, which shall cover any needs that arise.
— Describe the availability of the requested competence.

Qualification requirement: Tenderers shall have a plan for raising competence and for the further development of their sales consultants and other employees.
— Briefly describe a plan for raising competence.
Qualification requirement: Tenderers shall have quality assurance systems.
— State the tenderer's standard method for and aims of quality assurance.
— Any certificates issued by official quality control institutions ought to be enclosed.
Qualification requirement: Tenderers shall describe the three — 3 — most important relevant contracts in the last three — 3 — years for deliveries covered by this tender. References shall, at a minimum, be described with the following information:
— The customer's name.
— Contact information at the contracting authority; name, position, e-mail address and telephone number.
— Short description of the deliveries, as well as extent/value.
— Date and duration.
Qualification requirement: Tenderers/manufacturers shall have a regime for ensuring a low impact on the environment from the goods, production and the freight of the products.
— Describe the environment profile.
— Any certificates issued by official quality control institutes are to be enclosed.
Qualification requirement: Tenderers shall guarantee that the offered products are developed and manufactured in accordance with national and international furniture norms and environment requirements.
— Describe how there is compliance with the furniture norms and environment requirements.
Qualification requirement:
Tenderers shall have quality assurance routines in order to ensure that the completed products:
a) do not include banned chemicals and that;
b) the harvesting and production of the products' materials is done in sustainable forests in controlled forms;
c) In order to ensure a low impact on the environment and services of good quality in any contract period, tenderers are required to have management systems that minimise the consumption of energy and chemicals, and have good routines for handling waste. Documentation requirement:

Documentation requirement sub requirement a):
— Tenderers are asked to give an account of the existing routines that document that the requirement is met. If this is described in the company's quality;
— or environmental management system in accordance with ISO 14001, Svanen, Miljøfyrtårn or equivalent third party verified systems, a copy of the routines and a valid certificate can be enclosed.
Documentation requirement sub requirement b):
— Documentation of sustainable forestry for wood: It is sufficient to enclose a valid certificate for products that have a FSC or PEFC certificate. Other suitable documentation of quality assurance measures will also be accepted.

Qualification requirement: Tenderers shall be a member of a return scheme or fulfil the obligation through their own return scheme.
