NRK-MA2826/15E-Procurement of a defined contribution-based pension scheme

Norsk rikskringkasting AS (NRK) (The Norwegian Broadcasting Corporation)

Up until 31.12.1991 NRK was a member of the Norwegian Public Service Pension Fund. Since 1.1.1992 the company have had a private defined benefit-based pension scheme in DNB Livsforsikring ASA. From 1.1.2016 a defined contribution-based pension scheme with associated risk coverages shall be implemented.
Per 31.12.2014 NRK AS had 4 024 active members. In 2014, 421 persons entered the scheme, while 409 persons left the sheme. Per 31.12.2014 AktivumAS had 26 active members, of which five were enrolments and five left the scheme.
In connection with the transition from the defined benefit scheme to a defined contribution scheme, NRK will enter into an agreement with a pension scheme broker. C.f. NRK-MA2830/15E. The pension broker shall provide assistance in implementation of a new scheme, as well as assistance in connection with ordinary operation in the years ahead.
Based on NRK's requirements, the agreement shall include the following products and services:
A defined contribution scheme
Risk coverages (i.a. disability pension and child's pension)
Access to a pension portal for the company and employees
Integration to NRK's personnel computer system (Agresso)
Implementation and training in connection with the introduction of the defined contribution scheme and associated risk coverages.
Continous consultancy service and information regarding the pension scheme; a competence team that shall, in accordance with requirements, be available to NRK and the pension broker
The following options shall be included:
A saving scheme mirroring investment choices of the defined contribution scheme (concerns saving of compensation payment)
Occupational pensions (i.a. in connection with special age limits)

Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally registered company. Annex 1: Company registration certificate from the Brønnøysnd Registre Centre, or equivalent from the country where the company is registered.
A licence from a supervisory authority regarding the right to provide insurance services Annex 2: A copy of a valid certificate from supervisory authorities that confirm this.
The company should have no arrears relating to the payment of taxes and duties to the government. Annex 3: A tax and VAT certificate (RF-1244), issued by the tax collecting office The certificate must not be more than six months from the tender deadline. The requirement is only obligatory for Norwegian providers, but international providers are encouraged to submit equivalent documentation.

Økonomisk og finansiell stilling:
The tenderer shall state bank total assets in NOK for the end of the previous 3 years. Annex 5: Shall be documented.
Tenderers shall, at the end of the last three years, have had rating A — (Standard & Poor)/ A3 (Moody's) or better. Equivalent rating companies will be accepted. Annex 6: The rating shall be documented. Certificate of the rating from Standard & Poor/Moody's or an equivalent rating company. Not older than one month. Emphasis is put on the fact that self-written ratings will not be accepted as documentation.

Sufficient economic and financial position is required. Annex 7: The company's annual accounts, including the board's and the auditor's reports, for the previous three fiscal years, as well as a certified copy of the most recent approved period accounting for 2014, if the annual accounts are not completed. NRK will evaluate the tenderer's economic and financial position, including creditworthiness and the degree of risk on going bankrupt (bankruptcy prediction). This is based on information from Experian.

Teknisk og faglig kapasitet:
The tenderer must have suitable and well functioning quality assurance procedures and control routines. Annex 8: A description is required of the tenderer's quality assurance system and control routines. The description can be supported by enclosing copies of relevant quality assurance certificates.

Tenderers shall not have serious comments resulting from inspection cases, appeal cases or court cases connected to their company the previous three years. Annex 9: A list shall be provided with a short description of all appeal cases, inspections and any court cases and results from them in the last 3 years. In particular, any ongoing individual cases shall be described. A summary of the Control Committee's reports for the last 3 years shall be enclosed.

The tenderer shall, during the previous 3 years, have experience from deliveries of deposit-based pension scheme to minimum 3 large Norwegian companies. The deliveries shall be of equivalent complexity. Annex 10: A description shall be given of three of the most important relevant deliveries in the last 3 years. The references shall, at a minimum, be described with the following information: — The customer's name and a short description of the customer, including the number of employees and localisation. — The customer's contact information; name, position, e-mail address and telephone number — A detailed description of the services provided; products, volume and performances/services. — Date and duration.
