Since 2001 Halden municipality has outsourced its IT operations. Halden municipality would like to enter into a contract for IT services connected to Halden and Aremark municipalities IT systems, hire of IT infrastructure and associated services, including migration from the existing operational environment. Halden municipality would like to enter into a contract for both municipalities and will act as the host municipality for Aremark municipality's IT operations.

These are:a. 841 users on Internal zone (open adm. network);b. 430 users on a Secured network (closed network);c. 4 000 on the Pupil network (pupil and teacher network);d. IP telephony;e. Process network for water and sewage monitoring.1 or several zones are delivered at each location.— All the locations have broad band, either in the form of fibre, copper or ADSL/SHDSL;— The network is divided into several zones in order to meet the requirements from the Norwegian Data Protection Authority. The technical system is required to be in accordance with the Norwegian Data Protection Authority's guidelines.Aremark municipality:There are approx. 150 users registered in AD and 58 of these come under school.Switches are placed at 13 locations in Aremark. 4.6 Options:
The municipalities will assess an option for services in order to ensure back up for its service deliveries. The following areas can be required as options in the procurement, see Point 3.2 above:
a. Operation and support of the municipalities pupil network and equipment in schools;
b. On-site assignments connected to the maintenance of local infrastructure components (internal distribution system);
c. Preparation and maintenance of the municipalities PCs and work stations;
d. User administration with award of user access to different trade programmes, password administration, etc;
e. Firstline user support for infrastructure and work stations.
Any options will be specified in the tender documentation.
