Local democracy survey 2015 (Local election survey)

The contract is for the implementation of the local democracy survey for 2015. The local democracy survey is a direct continuation of the local democracy surveys from 2007 and 2011 and the local election surveys that were held in 1995, 1999 and 2003, and it has a large survey from a selection of approx. 4 000 in the population as its most important data basis. The survey shall map and analyse the local election result as well as conditions around how local democracy functions in Norway.
There are 2 aims of the local democracy survey:
The Ministry of Local Government and Modernisation will contribute, through the local democracy survey, to knowledge of local elections and local democracy in particular and our political system in general. The results from the survey shall be used in the general public debate, in teaching and as a survey that can contribute data and analyses as a basis for further research.
The survey shall also contribute with knowledge that enables the government, municipalities, political parties etc. to implement measures to strengthen the local democracy.
The project is expected to start in April 2015. The aim is that the final report is completed in May 2017.
It is a prerequisite that the service provider is responsible for obtaining the raw data for carrying out the analysis.
The upper financial limit financed by the KRD for the implementation of the local democracy survey is put at 6 000 000 NOK including VAT over two years (3 000 000 NOK in 2015 and 3 000 000 NOK in 2016), provided that the option for the implementation of the sub-project on How to Increase Participation in Elections is taken up. If this option is not taken up, the upper financial limit will be 5 500 000 NOK (3 000 000 NOK in 2015 and 2 500 000 NOK in 2016) It is a prerequisite that the service provider is responsible for obtaining the raw data for carrying out the analysis.
