The agreement that shall be entered into is not considered to be a contract under the Public Procurement Regulations. In the Public Procurement Regulations § 4-1 (a) a contract is defined as a mutual burdened agreement that is entered into in writing between 1 or several contracting authorities, and one or several suppliers. The Ministry of Labour and Social Affairs will, via a separate letter of intent, state assumptions and requirements to the delivery, in accordance with the tender notice and the attached requirement specifications. The Ministry makes reservations that the financial support is used in accordance with the assumptions. C.f. the Appropriation Regulations §10.
