The purpose of the aid is to obtain software for speech recognition in Norwegian. Such software is already available in major languages such as English and German. The aim of the Ministry is to make the possibilities that come with speech recognition available in Norwegian, for the general public, people with disabilities and the educational and business sectors. Basic technology on speech recognition in Bokmål and Nynorsk with an application program interface (API) for developers that wish to use speech recognition in their systems. 2. System for dictation of text in regular office applications and for voice control of such applications. The system must be able to handle commands on control of the systems and dictation of text with continuous speech, and it must be able to alternate between these, by using voice. The supplier shall maintain the basic technology and development tools in accordance with further agreement. The application shall contain descriptions of a scheme on maintenance and duration.

The agreement that shall be entered into is not considered to be a contract under the Public Procurement Regulations. In the Public Procurement Regulations § 4-1 (a) a contract is defined as a mutual burdened agreement that is entered into in writing between 1 or several contracting authorities, and one or several suppliers. The subsidy is published in Doffin and TED. The publication in Doffin/Ted is voluntary and the contracting authority emphasise that the tender notice therefore does not comply with the Public Procurement Regulations.

The measure falls within the category of experimental research. It is the responsibility of applicants to know the requirements for receiving public aid according to the GBER.
