Instrument for the analysis of THC-COOH in hair (new)

An instrument shall be procured with a guarantee and an option for maintenance. The procurement shall contribute to covering the Norwegian Institute of Public Health's need to analyse THC-COOH (THC-acid, metabolite of THC, the main substance in cannabis) in hair. This is a new competition after the previous competition was cancelled. Attention is drawn to the fact that a new complete tender must be submitted and reference cannot be made to a previous tender.

The procurement's extent will include an instrument for the analysis of THC-COOH in hair with a 2 year guarantee, including implementation and training. The instrument shall be delivered to the contracting authority's premises within 8 weeks of the contract being signed. The supplier shall install the instrument and set up the method, including sample preparation, for the analysis of THC-COOH in hair within ten weeks of the contract being signed. The method must provide satisfactory sensitivity for the analysis of TC-COOH in hair.

— Tenderers sahll have their tax, payroll tax and VAT payments in order. A tax and VAT certificate shall be enclosed. The certificate shall not be older than six months calculated from the tender deadline.

— The tenderer shall be a legally established company.

— A credit assessment that is not more than 6 months old when calculated from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last 2 financial years.

— The supplier can instead choose to attach Annual Financial Statements from the last 2 years. These must contain notes, the boards report and auditor's report. If the Annual Financial Statement for 2014 is not complete and published by the tender deadline, the provisional figures for 2014 shall be submitted.

The tenderers should have sufficient economic and financial capacity to be able to fulfil the contract.

Teknisk og faglig kapasitet:

— A description of the supplier's technical personnel or technical units the supplier has at their disposition to fulfil the contract, regardless of whether they belong to the company or not. The documentation must clearly state that the technical personnel or units have competence in the services connected to the offered instrument, and the number that have this competence.

— A concise description shall be given of the overall quality assurance system that the supplier will arrange for carrying out this contract. Certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2002 Instead of attestation, other verifiable quality control systems are acceptable where relevant procedures, certificates and deviation, improvement etc. are documented.

— Suppliers shall have adequate competence and the capacity to carry out the services on the offered instrument.

— Suppliers shall have satisfactory routines for quality assurance adapted to the services that shall be provided.
