Beskrivelse av opsjoner:
Security
Describe an option to handle unwanted traffic such as DDOS, bot-network or similar before this affects the contracting authority's environment.
Traffic shall only be filtered as agreed with the contracting authority, there shall not be any other form of filtering.
Tenderers are encouraged to propose a system where the contracting authority will have little or no consequences from an attack of the unwanted traffic types described in this point.
The security system shall not include establishment costs.

Vilkår for deltakelse
Økonomisk og finansiell stilling: The Contracting Authority will obtain credit rating/financial data itself.
Minste nivå(er) av standarder:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity.
A credit rating from Bisnode (www.crediteasy.no) with a minimum score of 3 is required. For companies without a score in the Bisnode database, the Contracting Authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to notified fission/fusion or similar cases, may still be approved.

Teknisk og faglig kapasitet:
The tenderer must provide a list of the most important deliveries during the past three years, including information regarding value, quantity, date and recipient (name and e-mail address). The references will only be contacted if necessary.
An account of the supplier's average workforce during the past 3 years and for the resources that the supplier has at his disposal to deliver the contract/assignment.
Statement regarding the supplier's quality assurance/ management system.

A copy of the system certificate issued by an accredited certification body or equivalent documentation.
Minste nivå(er) av standarder:
3a. Experience and good references from at least 2 similar assignments during the past 3 years are required. Equivalent assignments means the provision of internet systems to contracting authorities of an equivalent size and complexity.
3b. The tenderer shall have sufficient implementation ability and capacity.
3c. A good and well-functioning quality assurance system is required for the services that shall be provided.
