Gender differences in professional and sector mobility in Norway

The Norwegian labour market is currently very gender segregated. Almost 70 % of all employees in the public sector in 2014 were women (state and municipality including the health companies and the education institutions). Women make up less than 40 % of all employees in the private sector. In certain industries and professions there is also a strong majority of one gender, independent of whether the entity is public or private. This main picture has changed very little over the last 20 years, but the dynamics and currents between the sectors and professions are not well known.

The contracting authority has the right to an option for any additional procurements in addition to the stated period and financial limit. An hourly rate for additional work must be stated. This hourly rate is not an object for the award.

4.1 Obligatory qualification requirements
Qualification requirement:
— Paid taxes and duties
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations in relation to payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on https://www.skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see https://www.skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

Tenderers with tax arrears will be rejected. Exceptions will be made from this rule if the tenderer is in a dispute with the tax authorities. If this is relevant, documentation in relation to the case, must be submitted as part of the tender.

Qualification requirement:
— Adequate economic and financial capacity to carry out the delivery where, amongst other things,
creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
4.4 Technical and professional qualifications of the supplier
Qualification requirement:
—At least three relevant contracts during the last three years with relevance for this contract. Relevant contracts means econometric analyses of administrative data where data on individual employment contracts and companies is of considerable importance.

— Environmental management measures. To ensure compliance with the contract's environmentally relevant requirements, the supplier must have the necessary procedures and systems for the goods and services sought.
Documentation requirement:
— Reference list of the tenderer's deliveries or publications in the last three years, which are relevant for this assignment, with the contracting authority's name where relevant. Scientific articles and books can be such deliveries. What has been delivered and the function the tenderer had in the assignment, must be stated.
