St.Olavs Hospital HF intends to enter into a framework agreement with 3 contractors for the following: Masonry and tiling, provided there is a sufficient number of suitable contractors and tenders.
The reason for this is to cover the Contracting Authority's requirement for administration, operation, maintenance and development of the buildings.
The Contracting Authority's buildings included in the framework agreement are situated in Trondheim and Orkdal municipalities.
The estimated value of the framework agreement is approx. 2 000 000 NOK per annum. The Contracting Authority emphasises that the figures are experience based estimates and that the actual volume might vary from year to year. The estimated value is not binding for the Contracting Authority..

KK - 01 Tax certificates for tax and VAT. Tenderers are required to have fulfilled their payment obligations for tax and VAT. Documentation requirement. Certificate issued by a competent authority confirming that the tenderer has fulfilled his obligations with regard to the payment of tax and VAT. (In Norway: Certificate (RF1316) from the tax collector and the municipal treasurer/collector of taxes, not older than 6 months). If the tenderer plans to use sub contractors, a tax certificate and VAT certificate must also be submitted for these, with the equivalent requirements for fulfilment of their obligations. The contracting authority draws attention to the fact that we will accept certificates issued in accordance with RF 1244, but draws attention to the fact that if these are used, 2-two- forms that equal RF 1316 shall be enclosed.

KK - 02 Company registration certificate. Requirement: The tenderer shall be a legally established company/sole trader or company being founded (SUS). Documentation Requirement. Established company: Certificate from the Register of Business Enterprises or certificate of registration in the professional register with regard to the legislation in the country in which the tenderer is established. Recently established/in the process of being established: Certificate from the Register of Business Enterprises, or if not available, the Memorandum of Association (AS). The Business Registration Certificate presented must not be more than 12 months old.

KK - 03 Requirement: Submit a self-declaration on health, environment and safety (HSE). Documentation requirement: Annex F shall be completed and attached the qualification requirement.

KK – 04 Requirement: The tenderer shall be associated to a public approved apprentice scheme. Documentation requirement: Self-declaration regarding association to a publicly approved apprentice scheme which is applicable during the implementation of the contract.

KK – 05 Requirement: The tenderer shall have established routines and competence which ensure low environmental impact in connection with implementation of the contract. Documentation requirement: The tenderer shall describe the existing routines which substantiate that the tenderer has routines and competence that ensure low environmental impact in connection with implementation of the contract. A valid certificate, if any, from a third-party verified system (e.g. Eco-Lighthouse, ISO 14001, EMAS - Eco-Management and Audit Scheme) shall be attached the qualification requirement.

Økonomisk og finansiell stilling:

KK - 06 Requirement: Confirmation that the company is not currently the subject of debt composition or bankruptcy negotiations. Documented through a self-declaration, bank confirmation, auditor's report, etc. Alternatively annex E can be completed.

KK - 07 Requirement: Sufficient financial ability is required to fulfil the contractual obligations. The Credit Rating which will form the basis to be eligible for this competition will be not less than ‘Credit Worthy’ (equivalent to A at AAA Soliditet). In evaluation of the above, the contracting authority will be using https://ravnifo.no/soliditet/ The Contracting Authority will itself obtain credit ratings as a basis for the assessment stated above. The information will be obtained after the tender deadline and on the same date for all tenderers. For recently established companies, companies under formation, companies with no activity or companies that have not been credit-rated, parent company guarantees, bank guarantees, etc. can instead be presented, providing an equivalent guarantee for the implementation ability. The documentation must be signed by a person who vouch for the guarantee, as well as the company's organisation number. The contracting authority will obtain a credit appraisal in the same manner for this company, in accordance with the description above.

Teknisk og faglig kapasitet:

KK - 08 Requirement: Tenderers shall have a properly functioning quality assurance/quality control system. Documentation: Tenderers shall provide an account thereof. In accordance with ISO 9001 or equivalent third- party verified systems, the submission of a valid certificate will suffice.

KK-09 Requirement: The tenderer shall have sufficient capacity to carry out the call-offs against that arise during the agreement period and in accordance with the necessary progress in order to secure the contracting authority's interest. The value of each call-off against the agreement will vary, but may be up to 1 000 000 NOK. Documentation requirement: The tenderer shall provide a description of the company's business idea and core competence in relation to the scope of the delivery. The tenderer shall provide an overview of the company's history, organisation and ownership, as well as a description of the current company. If the tenderer must rely on sub-contractors in order to meet the requirement related to technical and professional qualifications, a commitment statement, a guarantee, an agreement on co-operation or equivalent documentation from the sub-contractor, must be presented.

KK -10 Requirement: The tenderer must be able to be granted the right to accept responsibility in accordance with the planning and building act, for all disciplines belonging to each discipline. Documentation requirement: It is required that the company and its sub-contractors must substantiate that they comply with the requirements for right to accept responsibility in the enterprise class 2, for the relevant disciplines. C.f. the Building Matter regulations, SAK10.
