Brønnøysundregistrene (The Brønnøysund Register Centre)

1.1 The purpose of this procurement
The Brønnøysund Register Centre shall implement extensive development work of renewing the register systems. Several roles at the BRsys (Brønnøysund Register Centre System project) project shall be filled shortly after the main project has been initiated.
The aim of the competition is to establish framework agreements for consultancy services related to system development in the project (service area development competence). The scope is extensive and will require expertise in several fields. The need for assistance will be consultancy services in the form of minor continual development assignments, but there will also be larger system development assignments by using target price (flexible development).
The aim of the procurement is to enter into framework agreements for competence areas under the service area developer competence, see chapter 2.4.1.
Tenderers must qualify for all 3 roles as stated in chapter 2.4.1. It is, thus, not possible to qualify for the roles individually. This is because tenderers must be able to provide the best possible complete team. The types of framework agreements that will be used will be in the tender documentation and the actual framework agreements, cf. FOSA chapter 6.

Beskrivelse av opsjoner:
Further development and maintenance. The procurement of more related categories than those that are stated in the qualification documentation's chapter 2.4.1, which must be seen as a natural development in the project in the contract's lifetime. The contract's length can be extended for 1+1+1+1 year after the initial contract period of 3 years.

Tenderers must enclose the annual accounts and the auditor confirmed accounting accounts for 2013 and 2014. Tenderers can also enclose recent information that is of relevance for the company's accounting figures.
Minste nivå(er) av standarder:
The tenderer is required to have adequate economic and financial capacity to carry out the assignment/agreement. The tenderer's financial strength will be evaluated in relation to solidity and equity against the procurement's total value and contract period. Solidity and equity must as a minimum requirement be classified as Sufficient (c.f. Bisnode), and a creditworthy score of minimum 3 or better (c.f. Bisnode) is required.

Teknisk og faglig kapasitet:
—An account of the company's business idea and core competence related to the extent of this procurement, annex 5 is to be completed.
—Overview of the company's history, organisation and ownership, as well as a description of current activities, annex 5 is to be completed.
—A description of how the tenderer is organised for the fulfilment of these types of contracts, annex 5 is to be completed.
—A good description of the general quality assurance system that the tenderer will use for fulfilment of the contract and a description of existing or planned certifications, annex 5 is to be completed.
