Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have settled conditions in relation to payment of tax and VAT:
— Tax and VAT certificates. The certificates shall not be older than 6 months from the deadline for receipt of tenders. The certificates can be obtained by contacting the local tax collection office or the tax administration.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ Head of Finance.

The tenderer shall be a legally established company:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
The tenderer shall have a good conduct:
The tenderer shall by way of declaration confirm that the requirements in Appendix 5 are fulfilled.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract:
— A credit assessment that is not more than six months old when from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last 2 financial years. See also comments below, or
— The tenderer can instead choose to attach Annual Financial Statements from the last two years. These must contain notes, the board's report and auditor's report.
If the Annual Financial Statements for 2014 are not complete and laid open to public inspection by the time of the tender deadline, the provisional figures for 2014 should be submitted.
Teknisk og faglig kapasitet:
The tenderer shall have very good experience with/delivery of relevant services. C.f. the description of the assignment in Annex 2 — Service description:
The tenderer shall submit certificates or references from up to 3 equivalent assignments implemented the previous 3 years.
The references and certificates shall contain a short but adequate description of the assignments in relation to the services required by the Norwegian Institute of Public Health.
The role(s) the tenderer had in the relevant assignment shall be clearly stated.
The certificate template in Annex 4 can be used. The references/certificates shall in any case contain information in accordance with the contents in Annex 4. If the tenderer chose to submit references and not signed certificates, the Norwegian Institute of Health shall have the authority to contact the reference's contact person in order to verify the content of the reference.

Tenderers should have good procedures for quality assurance:
Documentation that includes a short description of the tenderer's methods and procedures for quality assurance.
Any certifications of quality assurance systems can be submitted in addition to the description.
Tenderers must have a very good ability to comply with the contractual obligations:
A short, general description of the company shall be given, including:
— An account of the company's business concept and core competence related to the scope of the delivery;
— A description of how the tenderer is organised for the execution of this contract.
