Evaluation — piloting a scheme with specialist teachers

The aim of the specialist teacher scheme is that skilled teachers shall have an alternative career path, but at the same time have teaching as their main task. The government believes that this will contribute to raising the teaching profession's status and recruiting good teachers. The specialist teachers shall contribute to developing schools as a collective learning organisation, connected to the pupils' learning and to what the teachers contribute in the classroom. The position shall contribute to strengthening the profession, it will not be an administrative resource.
Most of the position will consist of teaching. In addition the specialist teacher's tasks within the specialisation area will be connected to (the school owner will choose fixed tasks from the list below):
— being professionally updated on school development, research, subject didactics a new teaching practices;
— assessing the need for and taking the initiative for carrying out subject assessments based in the school;
— assessing the need for and taking the initiative for carrying out school based competence raising and colleague guidance;
— assessing the need for and taking the initiative for managing subject projects;
— cooperating with the UH sector for the implementation of subject projects in order to contribute to mutual competence development and quality in the projects.
In the period 2015-2107, 208 teachers divided between 31 municipalities, six counties and one private school will have the function. 2 different models will be piloted:
1. One model where all the resources are put aside for wages for, i.e. NOK 48 000 per annum in wage increases (NOK 4 000 per month). (This is the government's main model for career positions in the school). Teachers are expected to use the time they already have to carry out the tasks in the position, cf. the framework agreement for the positions.
2. In addition a model will be tested that combines wages and reduced teaching time. The limit of 48 000 will be divided approximately equally (in value) between a wage increase and reduced teaching time. This model gives more time to carry out the specialist tasks.
The assignment is for an evaluation of the pilot of the scheme with specialist teachers.
