Evaluation of the schemes in the Introduction Act

The agreement concerns execution of an evaluation of the schemes in the Introduction Act. The Introduction Act consists of 2 schemes, the Introduction Scheme and training in Norwegian and Social Studies. The evaluation shall encompass both of the schemes in the Act. Training in Norwegian and Social Studies shall be evaluated as both a central measure in the introduction programme and as an individual scheme.
The evaluation shall provide a picture of the current status of the schemes in the Introduction Act, and identify possibilities for further development. The Ministry wants:
— An assessment on whether the objective of the Introduction Act is being met.
— Knowledge about what gives good results in the municipality's work with qualification of newly arrived refugees and immigrants.
— Proposals and suggestions which will strengthen and further develop the qualification of newly arrived refugees and immigrants in the coming years.
The objective of the evaluation is broad, and the ministry has identified some topic areas which we are particularly interested in (see annex 1). These topic areas are not intended to be exhaustive for the evaluation. In order to respond to the assignment, it will be necessary to utilise different types of methods and data sources. For a more detailed description of the assignment, see annex 1 to the contract (the Client's description of the Assignment).

The option concerns both monetary amount beyond the declared cost frame and the contract's declared duration.

Qualification requirement:
— Paid taxes and duties.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the tenderer has his head office and by the tax officer in the corresponding county.

Qualification requirement:
— Adequate economic and financial capacity to complete the delivery, in which amongst other things being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— A credit rating with key figures from a recognised credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirement:
— At least three relevant assignments during the last 5 years with relevance for this contract are required. Relevant deliveries means deliveries on 1 or more of these points:
— Evaluation of government schemes for language training of adult immigrants or other adult education.
— Evaluation of government schemes for qualification to work and/or education.
— Evaluation of government schemes or initiatives which deal with adult immigrants adaptation to society.
— Evaluations/studies of to what degree government schemes or initiatives are implemented in comparison to the goal setting or function in accordance with the objective — preferably evaluations/studies about adults immigrants.
Further requirements:
— Professional expertise and capacity.
Documentation requirement:
— Reference list of all of the tenderer's deliveries in the last 5 years of relevance to this assignment, stating the name of the contracting authority, value of the assignment and references. The following must be shown: what was the objective of the assignment, what is delivered and what role the tenderer had in the delivery.
