This notice is for language practice services that shall be included as a measure in the Norwegian tuition for immigrants and refugees in Tromsø municipality.

The law on the introduction scheme and Norwegian tuition for newly arrived immigrants §3 states that the municipality shall see to an introduction programme for newly arrived immigrants who live in the municipality.
The introduction programme shall, at a minimum, include Norwegian tuition, social studies and measures that prepare persons for further training or for working life. Tromsø municipality's delegation rules give Voksenopplæringa (adult tuition) in the municipality responsibility for tuition in Norwegian and social studies. Language practice in a workplace is included as a part of the Norwegian tuition for persons included in the introduction programme. Participants combine Norwegian teaching at school and language practice at a workplace in the period designed for this combination.
Language practice shall give participants the possibility to practice and develop the Norwegian language in a real work situation, including learning formal and informal codes in working life and as work colleagues. Language practice shall be meaningful with a view of further language development and it shall follow the participants' individual plans. A language practice place must be as close as possible to the individual participant's individual plan. Alternatively, a language practice place can be within the same sector.

Certificates of registration in professional registers as determined by legislation in the countries in which the tenderers are established.

Tenderers must have wage and working conditions in accordance with the general tariff agreements or nationwide tariff agreements for the relevant area included in the contract. Documentation requirement: Tenderers shall attach a self-declaration confirming that wages and working conditions are in accordance with the general tariff agreements or national tariff agreements, use annex 3.

Økonomisk og finansiell stilling:
Presentation of the company's Annual financial statements or extracts thereof
Credit Rating A recent credit rating (not older than 6 months) shall be presented.
Teknisk og faglig kapasitet:
Technical and professional qualifications. An overview of the company's most important contracts in the last 3 years, including their value, date and the recipient shall be enclosed with the tender. Furthermore, an account shall be given of a well-functioning quality assurance system. The professional qualifications of the persons who shall carry out the service shall be given. Norwegian shall be used as the tuition language, sometimes with the use of an interpreter. Information is to be given as to whether the tenderer is familiar with using interpreters. This is not a prerequisite.

Tenderers must have educational competence so that they can follow-up participants in their language development in the period. Tenderers are asked to describe this.
