Competition — follow-up evaluation of Competence for the Future Nursery

The aim of Competence for the Future Nursery — Strategy for Competence and Recruitment 2014-2020 is to strengthen the quality in Norwegian nurseries through competence development measures for all employees in the country's nurseries. The employees' competence is the most important individual factor for a child's happiness in the nursery. Competent personnel can see, recognise and follow-up the children's development. The strategy shall contribute to recruiting and keeping more nursery teachers and employees with relevant competence to work in a nursery. The intention of the strategy is to raise the competence of all employees who work in nurseries and to increase the status of work in nurseries.
The competence development measures in the strategy are aimed at all employees in the nursery. A nursery's personnel group is made up of the following job descriptions: Manager, educational manager, nursery teacher, child and youth worker and assistant. The competence development measures are adapted to meet the different needs of each individual group of employees. A prioritised area in the strategy is to educate more nursery teachers nationally, therefore the largest commitment is workplace based nursery teacher education (ABLU). There are no financial allowances for participation in the competence development measures for both participants and owners.
A follow-up evaluation of Competence for the Future Nursery shall be carried out. Strategy for competence and recruitment 2014-2020. The follow-up evaluation shall, amongst other things, include an evaluation of whether the aims of the strategy are being achieved, the implementation of the strategy and the quality of the competence development measures. The assignment will also include participant surveys of employees in nurseries who participate in competence development measures under the strategy. The follow-up evaluation shall also provide relevant information during the strategy period in order to ensure the quality of the competence development measures.
