Several new major installations are planned for Voldsløkka Sports Park, of which Oslo Skatehall is one. The project includes an indoor facility for skateboarding and outside areas connected to the hall. The site of the planned skating hall is a part of Voldsløkka Sports Park in the Sagene district in Oslo. The site has been regulated for a sports hall, the development plan was adopted by the town council 18.6.2014. The skating hall with outside installations is located between the existing match pitch and the gravel pitches, along Stavangergata.
The skating hall shall be constructed with two storeys, and it will have a total indoor area of 2 324 m². 1 474 m² of this will be skating area. The hall shall be constructed as a passive house. A turnkey contract type will be used.
The architect (ARK) and the landscape architect (LARK) from the preliminary project will be transported to the turnkey contractor.
Tenderers for the turnkey contract shall price the following options in addition to the skating hall and outside areas.
Option 1
A concrete outside skating area of 840 m² is planned to the west of the skating hall. This is a separate contract that can be transported to the turnkey contractor. Tenderers shall state a mark-up for the transportation of this contract.
Option 2
Tenderers shall price the development of outside park areas in the area to the north of the skating hall.

General: The Contracting Authority has requirements for the tenderers. There are requirements regarding the tenderer's technical qualifications and financial and economic position. The tenderer's qualifications will be assessed on the received documentation. Only tenderers who are qualified will have their tenders evaluated.

Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must be a legally established company.
Norwegian companies: Company Registration Certificate
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have the economic capacity to carry out the assignment/contract and be credit worthy.
Documentation requirement:
— The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.

— Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. A credit rating of 3 is required in accordance with Bisnode, or equivalent credit rating.
The contracting authority reserves the right to obtain its own credit ratings.
Teknisk og faglig kapasitet:
The following competence is required for the tenderer as a company:
Requirement:
Experience from the construction of relevant major buildings (not housing) during the last five years.
Documentation requirement:
— Description of one reference project with a statement of the type of building, size.
— A signed certificate from the contracting authority that states the work's value, date and location of the building, as well as to what extent the work was professionally and properly carried out.
Experience from construction in a turnkey contract during the last five years.
— Description of two reference projects with a statement of the type of building, size.
Tenderers must have an effective quality assurance system/management system adapted to suit the content of the contract.
— Certificate for the company's quality system/management system issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2002.
— The contracting authority will also accept other documentation as proof that the tenderer has equivalent quality assurance measures.
. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists, that are relevant for this contract must be given.
A good, effective environmental control/environmental management system is required.
Account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.
The following competence is required for the tenderer's persons who will be responsible for fulfilling the contract, the functions project manager, site manager and engineering design manager together:
Experience from managing the construction of relevant major buildings (not housing).
— An account of the proposed organisation.
— CVs with a description of projects, with reference persons.
Use the attached template for CVs.
Experience from managing construction in a turnkey contract.
