AS Vinmonopolet (The Norwegian Wine and Spirits Monopoly)

In the period 2009-2013 Vinmonopolet implemented the most important business processes in and around a joint ERP system based on systems from SAP.
Vinmonopolet would like to strengthen the entity's access to resources with expertise and experience within our SAP systems and accompanying interface, as the current contract for consultancy services in the relevant areas expires at the end of April 2016.
One or several contracts for consultancy services in the following areas shall be signed:
A. Application Management Services (AMS) on Vinmonopolet's total SAP portfolio including interface.
B. Contract for ad-hoc expertise for the delivery of new or amended functionality, as well as project management.
The above areas will be evaluated separately and we intend to enter into 1 contract for part A and 2 contracts for part B. The same service provider can be chosen for both part A and as 1 of several for part B.
Each service provider must clearly specify which areas the tender is for.
See section 5 for further details on the areas and accompanying assignments.

The principle for part A is that Vinmonopolet will procure consultants (heads) with optimal competence, experience and price. The following assignments are
included:Carry out second line support and minor maintenance/further development on the system put into production in combination with Vinmonopolet's administrators/super users. Second line support includes both maintenance and user support and it shall be carried out on both the standard system and existing adaptations.Assist with competence building in Vinmonopolet's administrators.The resources shall be included as a part of the internal SAP administration team in Vinmonopolet and the resources that shall carry out this assignment must have very good SAP competence in 1 or several of the SAP systems and modules that Vinmonopolet uses, as well as good logistics and process understanding. The principle for part B is that Vinmonopolet procures expertise for specific deliveries. Expertise here means the engagement of one or several expert resources for specific projects and major amendment orders consisting of the following
elements:— carry out an analysis of specific challenges as regards proposing concrete system proposals;— estimate the delivery in the type of competence and hours;— develop and unti test new or amended functionality;— document technical systems;— prepare for putting it into production.We would like to obtain expert help that can contribute in all types of cases: Major development projects that involve changes to existing functionality or new functionality, but also assignments connected to maintenance, service, upgrades etc. as well as possible user support/training. Company Registration Certificate Requirement: Tenderers must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Tax certificate Requirement: The tenderer shall have delivered their tax statements and paid taxes and employers' national insurance contributions. Documentation: Certificate for payment of taxes and social security contributions — issued by the chief municipal treasurer. The certificates shall not be more than 6 months from the deadline for receipt of tenders.

HSE self-declaration. Requirement: The tenderer must guarantee that the company works systematically to comply with the regulations in the health, safety and environment legislation and that it satisfies the Internal Control Regulations. The tenderer must also confirm that the organisation is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Økonomisk og finansiell stilling:
Financial Requirement: Sufficient economic solidity is required. Documented by: Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures. The credit assessment shall be a so-called rating (containing a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (e.g.: Dun and Bradstreet, Creditinform, Soliditet or equivalent institutions). If the tenderer has any valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer may prove his financial position with any other document that is acceptable to the Contracting Authority. If the tenderer has such valid reasons, he may contact the Contracting Authority in writing in order to clarify which other documentation is acceptable.

Experience. Requirement: Experience from equivalent deliveries is required. Documentation: The company's most important contracts over the last 3 years, including their value, time frame and recipient.
Quality assurance/management system. Requirement: A good and efficient quality assurance and management system is required. Documentation: Certification in accordance with ISO 9000 or equivalent, possibly a statement of the company's quality assurance and management system.
