Studded tyres tear up the asphalt and create suspension of road dust which result in air pollution with environmental, health and welfare disadvantages in Oslo The objective with fees when using studded tyres, is to reduce the use of studded tyres in order to reduce the suspension of road traffic dust during winters. Oslo municipality has instigated fee when using studded tyres. The studded tyre fee applies for the entire Oslo, and the border to the fee zone is Oslo municipality's city boundary.
The procurement concerns a sale system which involves sale of season, month and day tags, as well as virtual day tags for payment of studded tyres fee in Oslo. The procurement also includes customer management and customer service, establishment, operation and maintenance of the existing web application and a customer register as well as reports to the contracting authority.
Requirement:
— Production/printing day, month and season tags.
— Sales of day, month and season tags as well as virtual tags through SMS and telemarked.
— Establishment, maintenance and quality assurance of the existing web application for sale of tags.
— Customer service — customer follow-up — management of customer requests — refunding cases.
— Establishment, maintenance and quality assurance of an electronic register over customers who procure season and month tags.
— Accounts and reports to the contracting authority — sales — incomes — financial follow up (balancing the sale of tags) — refunding cases — issuing duplicates — tag accounts
— Written tag report and possibly return of remaining tags to the contracting authority.

Oslo municipality is i.a responsible for facilitating and implementing a reliable sale system on payment of fees when studded tyres are used. It shall be easy to pay the studded tyres fee, and the purchase of ‘studded tyres tags’ shall be easy accessible for the motorists. The sale system shall produce and sell season, month and day tags through the internet, by e-mails, telephone, letters and sales outlets in Oslo Day tags shall also be sold as virtual tags through SMS and telemarked. The tenderer shall follow up requests from customers and provide customer service.The assignment also includes quality assurance and maintenance of the customer database and the web application. The tenderer shall report and balance the sale of tags, to the contracting authority. When the season is over, the consultant shall formulate a tag report, and the remaining tags shall be returned to the contracting authority. The tenderer must expect minimum two meetings per annum with the contracting authority.The requirement to the service and the scope of the assignment are further described in the Contracting Authority's description of the assignment, annex 1 to the contract.
