‘12589 — New Noark 5 certified case archive system’ to qualify participants who can be interested in submitting tenders for the following deliveries and services:
a) Software and consultancy services for the implementation of a certified complete Noark 5 system, which can both function as a free-standing case archive system and which can be integrated with 1 or several trade systems.
b) Integrations with the entity's portal and other relevant trade systems in the entity.

The system shall have final certification from the National Archives of Norway as a complete Noark 5 system and it shall comply with the laws, regulations and requirements set by Statsbygg as a public entity. The system shall be integrated with Statsbygg's entity portal and other relevant trade systems in order to ensure efficient reuse of metadata and documents in the entity.The procurement includes software and consultancy services.Statsbygg currently has a case archive system based on DocuLine Noark plus.DocuLive was procured in the 1990's and has been upgraded several times.Other systems.Statsbygg has several system that the case archive system must cooperate with through standardised interface. The most important of these are:— MS Sharepoint 2013 — portal system;— EMC Documentum — document processing system;— Microsoft Office/Outlook;— Oracle Service BUS;— Microsoft Active Directory AD/FIM — Forefront Identity Management;— Agresso;— WebCruiter.The extent of the integration and the preparation of the interface will, to a certain degree, depend on the chosen system and will be concretised in the subsequent phases.

The tenderer is required to have a legally established company.
Company Registration Certificate, foreign companies are required to have a corresponding certificate as prescribed by the laws of the country where the company is registered.
Økonomisk og finansiell stilling:
Good solvency and financial feasibility are required.
Credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publically certified credit rating institution. The contracting authority reserves the right to obtain your credit evaluation.
2 tax certificates and fee certificates shall be submitted:
— Tax certificate (tax, advanced payment, attachment of earnings, employer contributions);
— VAT certificate.
Teknisk og faglig kapasitet:
Experience is required from the delivery of certified complete Noark 5 systems, with a free standing case archive system that is integrated with trade systems.
Experience is required from at least 2 deliveries of equivalent complexity to public/private contracting authorities.
Sufficient competence and capacity is required for the assignment.

Objektive utvelgelseskriterier:
At least 3 and a maximum of 5 companies will be chosen from amongst the qualified participants to submit a tender, provided that there are a sufficient number of suitable participants. The selection of who will be invited to submit a final tender will be made on the basis of objective and non-discriminatory criteria and rules, cf. point 3.2 below and on which companies best fulfil the stated requirements.
