'The government want a requirement that no one can be on sick leave for more than six months by their own doctor.
A limited trial is therefore being commissioned for a new medical assessment by another doctor than the patient's doctor by the end of six months sick leave.'
The Directorate of Labour and Welfare has, thus, been given the task of entering into a contract with a service provider who shall be responsible for:
— Assisting the contracting authority with designing the trial.
— Deciding the extent and length of the trial in cooperation with the contracting authority.
— Developing a research design that is suitable for highlighting the trial's relevant problems, as well as identifying the effects of the trial in the evaluation.
— Assessing the need for any exemption terms and the design of these in cooperation with the contracting authority.
— Evaluating the trial, including data collection and analysing effects.
— Reporting the results from the trial, including the interim and final reports.
— Having a dialogue with the contracting authority throughout the project period.
— Securing transfer of competence of the trial's results to key persons in the Directorate of Labour and Welfare.

The service provider is required to be a legally established company, documented by:
— Norwegian service providers: Company registration certificate from the Brønnøysund Register Centre.
— Foreign service providers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the state in which the provider is established.
Økonomisk og finansiell stilling:
Service providers are required to have the financial ability to implement the contract. A 'credit worthy' or better credit rating satisfies this requirement.
— The contracting authority will obtain a credit rating carried out by Experian; see www.Experian.no
If the tenderer feels that the credit rating will not provide an accurate picture, please send supplementary information together with the qualification application.
Teknisk og faglig kapasitet:
Excellent ability to deliver is required, documented by:
— Description of the service provider's implementation ability that includes.
— A description of relevant units at the service provider's disposal.
— Number of relevant resources in accordance with the nature and extent of the trial.
Personnel proposed to the assignment should not be specified, and CVs should not be submitted.
Significant experience from similar deliveries is required, documented by:
— The service provider's up to five most important deliveries in the last 3 years.
— Shall include the recipient/contracting authority.
— Duration.
— Business area/business process.
— Value.
— The service provider's function/area of responsibility.
— Brief description of the assignment.
The template in Appendix 2 must be used.
If the value cannot be specified due to confidentiality requirements, the service provider is asked to specify the number of man-hours/man-labour years for the service provider's input.
Name and contact information for the contact person at the reference client who can confirm this information, must be provided on request.
A good, well functioning quality assurance system is required, documented by:
— A description of the service provider's general methods and processes that are relevant to assure quality in this type of trial (max. two A4 sides).
— An account of the company's quality assurance system/control system and any certificates issued by independent bodies.
