Transport service for pilots at sea

The Norwegian Coastal Administration has been given the task of holding a competition for transport services for pilots at sea, in practice this means transporting pilots to and from pilot assignments. The Norwgian Coastal Administration carries out approx. 45 000 pilot assignments along the coast and pilot vessels are used for approx. 39 000 of these assignments. The Norwegian Coastal Administration's budget for the transport service is approx. NOK 200 000 000 per annum.
The Norwegian Coastal Administration will hold a competition for seven areas (contracts) with a tentative start 15.8.2016. One contract shall be signed for each area. Service providers are free to qualify for 1 or several of the areas. Requests for participation must clearly state which contract areas the tenderer would like to participate in. The contracts will be valid for 10 years.

This procurement follows the negotiated procedure procedure. This is a procurement procedure where the contracting authority chooses which service providers can submit a tender from those who fulfil the requirements in these qualification documentation. The Norwegian Coastal Administration will hold a conference for the qualification phase. The Norwegian Coastal Administration requests that all those who would like to participate in the conference register their interest via innkjop@kystverket.no We will get back with the date, the aim is to hold the conference in the middle of January 2015.

Objektive utvelgelseskriterier:
The contracting authority will choose between 3 and 10 service providers per contract area, who will be invited to submit a tender. If more than ten service providers fulfil the minimum requirements for participation in the competition, the selection will be based on the degree of fulfilment of the technical and professional qualification requirements. The qualification documentation point 4.3, sub points 1 and 2 will be assessed with an emphasis on sub point 2. — Competence when selecting the number of participants.
