The main purpose of the assignment is to study the socio economic consequences, hereunder qualitative, economic and administrative consequences, of different alternatives for new professional and economic responsibility split between Government and municipalities in the area of child welfare. This includes responsibility for institutional measures, foster home measures and individual relief measures currently offered or financed by the Government. The responsibility split can be different for the various action areas. The various alternatives, including the current organisation with possible modifications, are to be described and analysed. The consequences shall be assessed for each alternative, and analysis shall be done on how a model will work overall. The study shall give the Ministry a good basis for further work and will be included in a decision basis together with any other studies and input. For further description see annex 1 to the contract (the client's description of the assignment).
