Socio economic analysis of different alternatives for professional and economic responsibility spit between the Government and municipal child welfare

The main purpose of the assignment is to study the socio economic consequences, hereunder qualitative, economic and administrative consequences, of different alternatives for new professional and economic responsibility split between Government and municipalities in the area of child welfare. This includes responsibility for institutional measures, foster home measures and individual relief measures currently offered or financed by the Government. The responsibility split can be different for the various action areas. The various alternatives, including the current organisation with possible modifications, are to be described and analysed. The consequences shall be assessed for each alternative, and analysis shall be done on how a model will work overall. The study shall give the Ministry a good basis for further work and will be included in a decision basis together with any other studies and input.

The economic framework for the assignment is up to 3 500 000 NOK including VAT. The start of work will be immediately after signing of the contract (tentatively the middle of January). Draft of the final report shall be submitted by the 1.9.2015. Final report, the 1.10.2015. In addition, the Ministry wants an interim report with a summation of the work to date, by the 1.5.2015.The Ministry wants an option for additional purchase beyond the stated margin of expenditure and time frame and requests that an hourly rate be given for this.

Qualification requirement:

— Paid taxes and duties;

— Fulfilment of statutory requirements concerning health, safety and the environment.

Documentation requirement:

— Tax certificate and VAT certificate not older than 6 months, issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the tax collection office in the municipality where the supplier has his head office and by the tax officer in the corresponding county.

— The supplier must be able to prove at least 3 deliveries in the last 3 years, with relevance to this assignment. 'With relevance for the assignment' means reports linked to socio economic analysis, including reports linked to Public services.

Documentation requirement:

— Reference list of all of the supplier's deliveries in the last 3 years with relevance to this assignment, stating the name of the Contracting Authority, value of the assignment and references. What has been provided and the role the supplier had in the assignment must be stated.
