Røros, Os og Holtålen kommuner

Røros, Os and Holtålen municipalities intent to enter into agreement for the supply of ICT-operation services. See the attached requirement specification with appendix.
In 2013 the municipalities entered into a strategic cooperation in the IT-area, and some of our combined strategy is to go into joint tender to outsource data operations to an external supplier from 01.01.2015. The three municipalities cooperate in a number of areas and have largely selected similar applications. Holtålen currently operates it's own solution, with no external consultant help. Os has competitively outsourced it's operations to Evry - an agreement which expires at the coming end of year. Røros has outsourced it's data operations to Infonett Røros AS, and there is still one operations year left of the agreement, which then expires on 31.12.2015. This means that Røros kommune will take up a new operations agreement 01.01.2016.

Økonomisk og finansiell stilling:

Tenderers shall have adequate financial capacity for completion of the contract. Documented by an expanded report from Bisnode http://www.soliditet.no/. This report should be dated after announcement of the competition. If this is not attached, Abakus AS will obtain an extended report from Bisnode and use information in the report as a basis for evaluation of the tenderer's economic and financial situation. Information on the tender date applies.

Minste nivå(er) av standarder:

A credit rating like or better than "A" of "AN" is required to participate in the competition.

Teknisk og faglig kapasitet:

Tenderer must have very good execution ability. This shall be documented by:-Overview of the supplier's total staffing-Information on established business partners or sub-suppliers who have an effect on this delivery. If the tenderer plans to utilise sub-suppliers, a binding agreement signed by both parties must be submitted.

The tenderer shall have experience from similar contracts Tendering firms must document equivalent contracts during the last 3 years. Equivalent contracts means: ICT operations agreement for public Contracting Authority in Norway. This will be seen in the particular context with management of sensitive, personal information, experience with operation of closed/secure zone. Documentation must contain name of the contracting authorities, scope, content and delivery time.

Tenderer shall have an established quality system, documented by an account of the company's system for quality assurance, including health, environment and security. If procedures are described in the company's quality system in accordance with ISO 9001 or equivalent third party verified system, it is sufficient to submit a valid certificate.

The tenderer shall have an environmental management system to ensure a low environmental impact when carrying out the delivery. The supplier must document an environmental system which as a minimum consists of procedures for the following elements: -The organisations environmental goals and environmental politics -Environmental strategy-Execution of the services in an environmentally sound manner. A declaration can be submitted described how the procedures are carried out and function. The submission of a valid certificate is sufficient in cases where the procedures are described in the organisation's quality or environmental management system in accordance with the Eco-lighthouse Program, ISO 14001, EMAS or an equivalent third party verified system.
