Revision of initiatives report for air quality in Oslo and Bærum 2014

As a result of the traffic development over the last few years there is still an exceedence of the annual mean connected to the threshold of nitrogen dioxide (NO2). For the first time since 2007, there were in the year 2013, also of exceeding of the daily mean connected to the threshold of PM10 at some monitoring stations in Oslo. City Department of Environmental Affairs and Transport (MOS - miljø og samferdsel) has on this basis sent an order for a revision of the existing initiatives report from 2010.
From the 1.1.2015 there will be implemented limits of 25 µg/m3 for annual mean of PM2.5. The threshold will be tightened to 20 µg/m3 from 2020. Dispersion calculations should therefore also include PM2.5 since the future situation is set until 2020.
In accordance with Pollution Regulations the facility owners are required to prepare an initiatives report if there is a danger of exceedence of one or more of the limits stated in the regulation. There is a need for a review of the initiatives in the action plan, as well as executing new dispersion calculation with updated emission figures. This time it will be important to follow up the requirements for preparation of an initiatives report which is found in appendix 5 to chapter 7 of the regulation.
The goal of a new initiatives report is to describe future situations with and without initiatives in relation to pollution propagation and exceeding the limits. The study is to show the proportions of the pollution that belong to heating, traffic, imported pollution or contamination from Oslo Harbour.
