Procurement of a warning and crisis handling system

Akershus county's politicians decided 16.6.2014 that a system shall be developed that gives pupils and employees in Akershus county's schools the possibility of giving notification of serious events. The system shall also be able to contribute to the crisis being handled in the best possible way.
This procurement comprises the development and delivery of software for warning and crisis handling.
The contractual relationship will be regulated by the Software Development Programme — the Government's standard contract for IT procurements SSA-U. Tenderers shall submit their tender in accordance with the annex structure in SSA-U.
See SSA-U, annex 1 (appendix 2) for further information on the procurement's contents.
In addition we would like tenders for support and maintenance of the offered system, as well as an option for operating the system. The contract for support and maintenance will be regulated by the Government's standard contract for maintenance, SSA-V small.

The contracting authority would like an option for the operation of the system, a fully operated system. The annual operation and maintenance cost for the offered system is estimated to be up to approx. NOK 250 000.
An option is also wanted for the development of an app/support for Windows Phone

The service provider shall be registered in professional register, trade register or company register, e.g. the Brønnøysund Register Centre.
Documentation:
Documentation showing that the service provider is registered in the professional register, trade register or other enterprise registers as required by the law of the state where the supplier is established, e.g. The Brønnøysund Register Centre.

The service provider shall have the financial and economic capacity the contract requires.
Documentation:
Extracts from the company's annual accounts for 2013 and the auditors report. If this has not been completed, enclose the company's financial statements for 2012 and the auditor's report.
Companies that cannot fulfil the requirement for extracts of annual accounts, may alternatively submit the business plan with the overall plan for funding.
During assessment of the service provider's financial and economical position, the contracting authority will itself obtain a credit assessment from Dun & Bradstreet Norway AS via StartBank.
Teknisk og faglig kapasitet:
Qualification requirement 1:
The service provider must have access to resources that have the expertise and implementation capability in the trade areas required by the contract.
This includes the following:
The service provider can provide a development team where one or several members have expertise within real time communication.
Documentation:
The service provider must provide a description of the organisation, and the manner in which the organisation will be used to carry out the agreement.
Qualification requirement 2:
The service provider shall use a project manager for the assignment who has project manager competence within software development.
The service provider shall enclose a CV for the project manager who is offered for the implementation of the contract.
