Procurement 2014 - Land based AIS equipment with accompanying equipment and operational contract

The Norwegian Coastal Administration has approx. 100 base stations plus accessories located at 52 places along the entire coast. The current equipment is more than 10 years old and is showing signs of instability and requires more cost demanding maintenance.
This contract is for the delivery and installation of approx. 50 AIS complete stations in addition to approx. 20 base stations. The number can be adjusted. The contract is also for an operational contract and consultancy services.
Consultancy services means the supplier's competence in optimising the existing installations as well as planning and implementing new installations along the coast, including polar areas.
Furthermore, the contract has an option for approx. 30 complete PSSs excluding VHF aerials. Furthermore, complete aerials will be a part of the option.

The contract is also covered by the law on preventative security services (the Security Act) 20.3.1998 no. 10 with later amendments and the regulations on security graded procurements dated 7. 6 2001 no. 721 with later amendments. All tenderers must be willing to sign a security contract. The Norwegian Coastal Administration will enter into a security contract with all qualified suppliers.

The personnel that the contractor shall use to read the tender documents and to prepare the tender must be security cleared/authorised in advance in accordance with the Norwegian Security Act. These persons must be cleared to level SECRET. The deadline for achieving the necessary clearance is set to 3 months after the Norwegian Coastal Administration sends the application form requesting extensive personal information to the suppliers.
