Open tender competition concerning the procurement of a turnkey contract for Stovnerhjemmet

In connection with the complete refurbishment of other nursing homes, it is planned to use Stovnerhjemmet as a relief centre.Ahead of this, there is a need for a number of maintenance tasks to be performed on the property, Stovnerhjemmet, which are to be carried out as a turnkey contract.
A little history:
Stovnerhjemmet was erected in 1975 on 4 floors with technical equipment rooms on the roof.Floors and supporting and reinforcing structures are made from cast-in-place concrete (CIP).The groundfloor is constructed as a slab on the ground.The majority of the façades were constructed as a frame with external sheet cladding.
The building covers a gross area of approx. 8 000 m2 and originally contained approx. 150 residents' rooms on the top 3 floors. The rooms are organised along 1 corridor on either side of cores with communal special rooms and living rooms.
The ground floor contains communal access and living areas, a day centre, a kitchen and laundry department and rooms for various welfare services for the residents.The floor also contains an administration department and a staff room.
Stovnerhjemmet has been empty since 2008. Both the building and outdoor areas bear the signs of a lack of maintenance.
The City of Oslo is planning to reopen Stovnerhjemmet for a period of up to ten years.The property will serve as a temporary relief home while other nursing homes in the city are upgraded or replaced by new buildings.The building and outdoor areas are to be refurbished to a condition in which they will fulfil applicable requirements insofar as is practicable and financially prudent given the short time horizon.
The consent of the Norwegian Labour Inspection Authority was granted on 16.10.2013 and framework permission was granted on 22.11.2013.

2. A statement of the supplier's average workforce and the number of employees in the administrative management during the last 3 years
— The tenderer shall enclose testimonials and certificates concerning the education and professional practice of the supplier, the enterprise's administrative management, or of the person/people responsible for delivering the contract.
— The bidder shall present documentation of approval areas in accordance with the Norwegian Planning and Building Act.
— A documented and effective quality system is required.
— An account of the supplier's quality assurance system and a list of contents.
