Subject to the Norwegian parliament's approval, the Norwegian Public Roads Administration Region North would like tenders for:
— The construction of a two lane tunnel from Hunstadmoen to Bodøelv. 2.7 km two lane rock tunnel, 2 x T9.5 tunnel class E. Parts of the tunnel go below, amongst other things, housing and a railway, where there are strict requirements for vibrations and water leaks. Systematic injecting is expected on parts of the stretch.
— Pump station/emergency basin including pump delivery in the tunnel's sag-curve.
— 3 technical buildings in the tunnel.
— Concrete portals at Hunstadmoen and at Bodøelv.
— Concrete and natural stone support walls at Hunstadmoen.
— Footpath culvert under the railway at Hunstadmoen.
— Demolition and clearance of 10 residential properties and 2 business properties with the accompanying garages, annexes, outhouses, sheds etc. and connections for water, sewage, electricity etc.
— Construction of a new four lane raod at Hundstadmoen and Bodøelv.
— Connections to the existing road network, with on and off ramps and a roundabout.
— Alterations to and new constructions for the local road network.
— Alterations to and new constructions of cables and water and sewage installations.
— Temporary installations for traffic flow.
With the exception of the pump delivery, earthing installations and conduits for cables, the contract does not include electro installations. The electro installations will be carried out as a builder managed contract.

Økonomisk og finansiell stilling:

Documentation of equity is to be provided with the tender. Cf. chapter E2, point 4.3.1, form E2-4.3.1. Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.

The tenderer's average annual turnover ought to be at least 250 mill NOK. Documentation of turnover for the last three years should accompany the offer,

Minste nivå(er) av standarder:

The tenderer's equity shall be at least NOK 80 000 000.

If the tenderer is a working partnership, the requirement applies for the participants together. For working partnerships postive equity is required for each participant.

Teknisk og faglig kapasitet:

Tenderers who are newly established companies who cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

Accident frequency.

Minste nivå(er) av standarder:

The tenderer shall have experience from work of the same nature and degree of difficulty.

By 'experience from work of the same nature and degree of difficulty' the Norwegian Public Roads Administration means that the tenderer shall have carried out successful works with equivalent challenges, including:

— Works in built up areas with lots of traffic.

— Work on and along the Norwegian Railway Authority's infrastructure.

— Complicated construction works.

— Tunnel works in built up areas and with leakage requirements.

The average of the H1-value for the last three years should be lower than 10.

Kontraktutførelse
Innskudd og garantier som kreves:

Security (see NS 8406 point 8).

Security shall be furnished by a bank, insurance company or other financial institution approved by the builder. Accepted security includes the guarantee amount placed in escrow for the benefit of the builder. Interest accrues to the contractor.

For working partnerships, security shall be provided on behalf of the working partnership, not the individual participating companies.

The contractor shall provide the builder with documentation of the collateral contract before the start of work and not later than 28 days after the contract is signed.

The builder does not provide any guarantee.
