R 01 Tax Certificate for tax — Requirement: The tenderer must have submitted their duties and paid their tax and employer contributions. Documented by: Tax Certificate. The certificate must not be more than 6 months old calculated from the deadline for submission of the application. Any arrears or other offences must be justified. If the tenderer is planning to use sub-contractors , tax certificates must also be provided for them.

R 02 Tax Certificate for VAT — Requirement: The tenderer must have submitted their duties and paid their VAT. Documented by: Tax Certificate for value-added tax (VAT). The certificate must not be more than 6 months old calculated from the deadline for submission of the application. Any arrears or other offences must be justified. If the tenderer is planning to use sub-contractors, tax certificates for VAT must also be provided for them.

R 03 Company Registration Certificate — Requirement: The tenderer must be a legally established business. Documented by: Company Registration Certificate or equivalent from applicant's home state. Foreign tenderers shall provide certificate(s) for statutory registration in the country where the business is established. Note describing any ownership in the contracting company/companies.

R 04 HSE Declaration — Requirement: The tenderer shall vouch for the firm working systematically to comply with health, environment and safety legislation and the fact that they satisfy internal regulations. The tenderer must further confirm that the business is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Principal has the right to verify the system for safeguarding of health, environment and safety. Documented by: Signed HSE Declaration

R 05 Professional ethics, corruption / fraud, etc. — Requirement: If the tenderer's organisation, managers in the organisation or owners of the organisation are convicted of corruption, fraud, money laundering, etc., this must be disclosed. Documented by: Negative confirmation or statements for any convictions and the subject matter. The conditions will be assessed according to the rejection regulations in PPR §20-12.

Økonomisk og finansiell stilling:

R 06 Financial and economical standing — Requirement: Tenderer shall have sufficient economical and financial solidity to carry out the contractual obligations. The Contracting Authority will assess the tenderers fulfilment of the qualification requirement using the following information.

a) Last submitted annual accounts with notes including auditor's declaration.

b) Income statement and balance sheet for the last six months if it is more than six months since the last annual report.

c) Tenderers are free to substantiate their economic and financial standing by any other document, including for example by a parent company guarantee.

d) The Contracting Authority will secure rating reports on www.solidtet.no (delivered by Bisnode Credit AS) to verify this requirement.

The contracting authority will evaluate whether the supplier has sufficient economic and financial solidity to fulfil the contractual obligations, with emphasis on whether or not the supplier has profitable operations, positive cash flow the last year, and positive equity.

R 07 Tenderer shall describe the economic and organisational conditions that may affect the organisation since the last submitted annual accounts.

Teknisk og faglig kapasitet:

R 08 Reference assignment — Requirement:Tenderer shall have carried out at least one contractor assignment as the general contractor in the last 5 years or at least one assignment as the main contractor in regard to the reconstruction of hospitals in operation. Documented by: Answered Appendix 04 Assignment Specification of the tenderer's most important assignment within this category during the last 5 years.

R 09 Central approval — Requirement: Tenderer shall have central approval in class 3 for relevant subjects. Documented by: attachment of copy of the central approval for the tenderer and any sub-contractors. Confirmation of local approval in class 3 from Kristiansand kommune can be accepted.

R 10 Technical and professional qualifications electrical installer — Requirement: Tendered electrical installers for the project shall have approval from The Norwegian Directorate for Civil Protection's (DSB's) electrical operations register for electrical facilities in hospitals – rooms for medical use. It should also be stated that the electrical contractor has relevant experience from reconstruction of hospitals in operation. Documented by: Attach copy of the electrical installers' DSB approval and description of relevant references that document the caveat.
