Human DNA quantifying kit, framework agreement

The Norwegian Institute of Public Health's department for biological traces carries out analyses for the police and judiciary in Norway. The DNA analyses are standardised and accredited in accordance with ISO 17025. More than 30 000 forensic samples are analysed every year. The crime scene samples can either include or not include human DNA and the amount of DNA can be unknown in cases. In addition such samples will often include DNA from more than one contributor and the samples will often be inhibited/degraded.
In order to increase the chances of getting good results in the form of DNA profiles, it is important that the optimal amount of DNA is used in the analysis. The department's existing quantifying method does not fulfil the requirements for the new STR multiplex kits. The contracting authority would therefore like to upgrade to a quantifying kit that reflects the resulting DNA profile by entering into a framework agreement for such a new kit.
E-commerce: The contracting authority requires a Collaboration Contract e-Commerce to be signed and that call-offs for products included in the framework agreement are made via a static product catalogue system in the contracting authority's e-Commerce platform.
Product samples: Tenderers in the competition shall deliver product samples for 200 reactions for testing (including the necessary products for calibration and installation). The contracting authority will test these kits as a part of the tender evaluation.
Binding statement: In all cases where a tenderer will use resources in other companies to fulfil the participation requirements in the competition, a binding statement signed by an authorised person in the other company shall be enclosed with the tender. This also applies in cases where a tenderer will use a support organisation to the manufacturer, supplier, sub supplier and parent or subsidary company within the same group.

The supplier must be a legally established company. Documentation: Certificate of registration.
Suppliers shall have their tax and VAT payments in order. Tax, payroll tax and VAT certificates are to be enclosed. The tax certificates shall not be older than 6 months calculated from the deadline for receipt of tenders. Documentation: Tax and VAT certificates.

Økonomisk og finansiell stilling:
The supplier shall have sufficient financial strength to be able to fulfil the contract. Documentation: The supplier's annual accounts including notes with the Board and auditor's reports from the last 2 years.
If the Annual accounts for the previous year are not finished before the tender deadline for this contest expires, the preliminary annual accounts shall also be attached.
The Contracting Authority reserves the right to carry out a credit assessment itself. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The above mentioned information shall also be provided for any parent company.

Suppliers shall have an organisation and a quality assurance system that ensure a precise and correct delivery, and which is capable of providing good relevant support. Documentation: A short, overall description of the organisation shall be given, including:

— An overview of the company's history, organisation and ownership, as well as a description of the existing business.
— A description of the sales and support organisation. The description of the support organisation shall give an account of the number of technicians with relevant competence.
Note! If a tenderer will use resources from his supplier, manufacturer, parent company, subsidary company or other companies, a binding statement signed by the other company shall be enclosed with the tender.
Quality assurance system:
A concise description of the overall quality assurance system that the supplier will use for this contract.
Certificate for the company's quality system/management system issued by independent bodies which certify that the supplier fulfils certain quality assurance standards, for example ISO 9001:2002.
Instead of attestation, other verifiable quality control systems are acceptable where relevant procedures, certificates and deviation, improvement etc. are documented.
The supplier may choose to rely on other companies' capacity to meet the technical and professional qualification requirements.
Suppliers shall have a good ability to fulfil the contract, including professional competence as well as experience from at least 3 similar deliveries of the same character, complexity/degree of difficulty and extent/size during the last 3 years. Documentation: Suppliers shall enclose an overview of relevant deliveries in the last 3 years, which shall as a minimum include:
