The Norwegian Institute of Public Health's department for biological traces carries out analyses for the police and judiciary in Norway. The DNA analyses are standardised and accredited in accordance with ISO 17025. More than 30 000 forensic samples are analysed every year. The crime scene samples can either include or not include human DNA and the amount of DNA can be unknown in cases. In addition such samples will often include DNA from more than one contributor and the samples will often be inhibited/degraded. In order to increase the chances of getting good results in the form of DNA profiles, it is important that the optimal amount of DNA is used in the analysis. The department's existing quantifying method does not fulfil the requirements for the new STR multiplex kits. The contracting authority would therefore like to upgrade to a quantifying kit that reflects the resulting DNA profile by entering into a framework agreement for such a new kit. E-commerce: The contracting authority requires a Collaboration Contract e-Commerce to be signed and that call-offs for products included in the framework agreement are made via a static product catalogue system in the contracting authority's e-Commerce platform. Product samples: Tenderers in the competition shall deliver product samples for 200 reactions for testing (including the necessary products for calibration and installation). The contracting authority will test these kits as a part of the tender evaluation. Binding statement: In all cases where a tenderer will use resources in other companies to fulfil the participation requirements in the competition, a binding statement signed by an authorised person in the other company shall be enclosed with the tender. This also applies in cases where a tenderer will use a support organisation to the manufacturer, supplier, sub supplier and parent or subsidary company within the same group.
