The measures planned to be carried out at Oslo Emergency Room, includes amongst other things total renovation of a 700 m² operations department with 5 operating theatres and sterile centre as well as comprehensive upgrading of the electrical facility and the medical gas facility. This places great demand for knowledge and quality of the performing vendors. Beyond this, the works are mainly ventilation and electrical works as well as structural assistance works associated with these. In addition, general renovations are planned for a large portion of the building stock.
Modification/renovation is planned within the existing building volume. The current facility function will be maintained apart from on the 2nd floor of the Emergency Room Building (Orthopaedic department, operation). Orthopaedic department, operation, is currently closed and without operation activity.
Throughout the different building's lifetimes there has been a series of modifications and renovation works carried out. The contractor must be prepared to find irregularities when opening up the ceilings, walls, floors etc.
The Emergency Room shall have continuous operation 24 hours seven days a week whilst the works are being carried out. This places great demand on planning and organising of the works. Extensive meeting to coordinate the execution with users are presumed.

Documentation requirement:

The supplier shall be a legally established enterprise.

— Tax Certificate for tax and VAT respectively, not more than 6 months old. Certificates can be obtained from the local tax collection office or at the tax office.

Foreign suppliers must provide certificates from authorities equivalent to the Norwegian ones.

Økonomisk og finansiell stilling:

— The supplier must have the economic capacity to carry out the assignment/contract.

Documentation requirement:

— The company's last 2 Financial Statement including notes, management's annual reports and audit reports, as well as new information of relevance to the company's fiscal figure and

— Updated credit appraisal/rating from an officially approved credit institution, not older than 6 months and which is based on the last known fiscal figures.

Teknisk og faglig kapasitet:

— The supplier is required to have sufficient capacity to carry out the assignment.

Documentation requirement:

— A statement of the supplier's average workforce and the number of employees in the administrative management during the last 3 years.

— An overview of the supplier's total staffing.

— An statement that the enterprise has available capacity to carry out the assignment.

— It is required that the supplier has experience and expertise from hospital projects or the equivalent.

— Organisational chart for the project with defined roles.

3.2.2: A description of the supplier's technical personnel or technical units the supplier has at their disposition to fulfil the contract, regardless of whether they belong to the enterprise or not, especially those responsible for the quality control.

Note: This is not a request for individual person's CV's but a description/account from the supplier.)

— It is required that the supplier has experience and expertise from hospital projects or the equivalent

— An overview of relevant projects such as hospital, emergency room or equivalent that have been carried out during the last five years. The overview should state the project value, as well as the time and place, and also indicate whether the works were professionally executed and completed properly. References for the projects should be attached. The Contracting Authority will contact the referees if necessary.

— It is required that the supplier has medical gas system expertise, hereunder the fitter must have a certificate for completing a course in backing gas soldering and brazing.

— Copy of certificate in accordance with EN-ISO 13585 or equivalent.

— It is required that the supplier has national authorisation or will obtain local approval for the necessary action class

— Documentation of the approval areas for action class in accordance with the Planning and Building Act or declaration that the supplier will obtain such approval. Action class 2 general and class 3 for fire engineering.

— A good and well-functioning quality assurance system is required for this type of assignment.

— Certificate for the company's quality system/management system issued by independent bodies that confirms the supplier fulfils specific quality assurance standards, for example ISO 9001:2002 or the equivalent.

Instead of certificates other equivalent documentation on quality assurance measures may be accepted. We request information regarding the name of the system and to have a detailed table of contents as well as an explanation of how the system is used in practice.

If the supplier supports themselves with other enterprises' capacity to fulfil some of the qualification requirements, a declaration of commitment must be attached from these other enterprises stating that the supplier has authority over the necessary resources. Missing declaration of commitment will lead to rejection if the documentation on the other enterprise's capacity is necessary to fulfil the requirements.
