The Ministries safety and service organisation wishes to enter into 2 framework agreements (two subcontracts) for the purchase of system cylinders, key blanks to our system DPRK, as well as door pumps and door automation. It is expected that the tenderers can deliver a wide range within these categories.
The competition is divided into 2 sub-topics. Thus, it is up to the individual supplier to deliver tender/s on the part/s of the competition they wish to participate in. The subcontracts are as follows:
- Subcontract 1: Purchase of lock cylinders and key systems.
- Subcontract 2: Purchase of door pumps and door automation.

The agreements have a duration of 2 years from the date of contract signing. In addition, there is an option for extension of the contract for a further 2 years, with one year at a time, so that the agreements can run for maximum of 4 years.
Estimated withdrawals over a 4-year period, is in the order of 5 million NOK, excluding VAT for sub contract 1.
Estimated output over a 4-year period, is in the order of 2 million NOK, excluding VAT for sub contract 2.
This is a no obligation estimate done according to the contracting authority's best discretion. The output may be higher or lower, depending on the total demand throughout the duration of the contract.

Mandatory qualification requirements
Qualification requirements:
— Paid taxes and duties.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than six months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

Qualification requirements:
— The economic and financial capacity to complete the delivery, where amongst other things, creditworthiness with no requirement for collateral will be sufficient.
Documentation requirement:
— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.
Teknisk og faglig kapasitet:
Qualification requirements:
— The supplier must be able to prove at least 2 relevant deliveries in the last 3 years. With relevance in this context means previous deliveries of the goods as specified in appendix 1 to the contract.
— The supplier must have professional expertise, experience and the capacity to complete the assignment.
Documentation requirement:
— Reference list of all of the supplier's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. It requested that the supplier describes the reference contracts in detail, so that contracting authority can easily evaluate whether these are relevant in relation to the needs of the contracting authority.
