The Norwegian Government Security and Service Organisation (NGSSO) wishes to enter into two framework agreements (2 subcontracts) for the purchase of locks and fittings system, as well as door closers and door automation. It is expected that the tenderers will be able to deliver a wide range within these categories. Your bid only applies to goods purchases. NGSSO has previously signed a framework agreement to purchase locksmith services for installation of the goods.
The competition is divided into two sub-areas. Thus, it is up to the individual supplier to deliver tender(s) for the part of the competition they wish to participate in. The subcontracts are as follows:
— Sub-contract 1: Purchase of door locks and fittings.
— Subcontract 2: Purchase of door closers and door automation.

Mandatory qualification requirements
Qualification requirements:
— Paid taxes and duties.
— Fulfilment of statutory requirements concerning health, safety and the environment.
Documentation requirement:
— Tax certificate and VAT certificate no more than six months old issued by a competent authority confirming that the tenderer has fulfilled his obligations regarding the payment of taxes, social security contributions and VAT. The tax certificates must be issued by the inland revenue office in the municipality where the supplier has his registered office and by the tax officer in the corresponding county.

— The economic and financial capacity to complete the delivery, where amongst other things creditworthiness with no requirement for collateral will be sufficient.

— A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

— The supplier must be able to prove at least 2 relevant deliveries in the last 3 years. With relevance in this context means previous deliveries of the goods as specified in appendix 1to the contract.
— The supplier must have professional expertise, experience and the capacity to complete the assignment.
Documentation requirement:
— Reference list of all of the supplier's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, value of the contract and references. It requested that the supplier describes the reference contracts in detail, so that contracting authority can easily evaluate whether these are relevant in relation to the needs of the contracting authority.
