Framework agreement for the purchase of office furniture

The Housing Bank of Norway would like to enter into framework agreements with 1-3 suppliers of office furniture.
The aim of the contracts is to arrange for cost efficient procurements of office furniture/office fittings for the Housing Bank of Norway's offices. The offices are situated in the following towns: Oslo, Drammen, Arendal, Bergen, Trondheim, Bodø and Hammerfest.
The framework agreement(s) shall contribute to simplifying the procurement process and reducing transaction costs, at the same time as ensuring quality and environmental requirements and that the contracts are otherwise in accordance with the users' needs and expectations. Suppliers are expected to be able to deliver a broad spectrum within office fittings.
The first procurement will be made on the basis of the product specifications in accordance with this competition.
Later call-offs on the framework agreement(s) shall be made as needed and within the frameworks stated in the contract document (annex 4).

K 01 Tax certificate - Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than 6 months calculated from the deadline for receipt of tenders. Any arrears or other offences must be justified. If the tenderer is planning to use sub-contractors , tax certificates must also be provided for them.

K 02 VAT certificate - Requirement: Tenderers must have submitted their VAT assessments and paid VAT. Documented by: VAT certifiate. The certificate shall not be older than 6 months calculated from the deadline for receipt of tenders. Any arrears or other offences must be justified. If the tenderer is planning to use sub-contractors, tax certificates for VAT must also be provided for them.

R 03 Company Registration Certificate - Requirement: The tenderer must be a legally established business. Documented by: Company Registration Certificate or equivalent from applicant's home state.
R 04 HSE Declaration - Requirement: The tenderer shall vouch for the firm working systematically to comply with health, environment and safety legislation and that they satisfy internal regulations. The tenderer must further confirm that the business is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the Contracting Authority has the right to review and verify the company's system for safeguarding of health, environment and safety. Documented by: A signed HSE self-declaration (annex 1).

Økonomisk og finansiell stilling:
K 05 Credit worthiness / rating - Requirements: The tenderer is required to have sufficient financial capacity to fulfil the contract; minimum rating of A (Dun & Bradstreet). Documented by: Credit rating from approved credit rating agency such as Dun & Bradstreet or equivalent. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past three years.

Teknisk og faglig kapasitet:
K 06 References - Requirements: A good ability to fulfil the contract is required. Documentation requirement: The Tenderer's most important projects over the last 3 years, including their value, time frame and recipient.
K 07 Quality assurance - Requirements: Tenderer must have a functioning quality assurance system. Documented by: Quality assurance/control report. If this is described in the organisation's quality assurance system in accordance with ISO 9001 or equivalent 3rd party verified systems, it is sufficient to submit a copy of the current certificate.
