Framework agreement for service development

The Ministry's Safety and Service Organisation (DSS) will sign one framework agreement with one supplier who will assist with service development linked to management, change and new developments of common ICT platforms and associated service catalogues over the next four years (2 +1 +1). The agreement applies to DSS and the organisations to which DSS may provide ICT services at any time. For more, see the qualification documents Part 1, Section 5, ff. The framework agreement will include the design, development, tests and putting the product into production. In addition, the agreement also includes 3rd line support and other services related to the operation/management of new or modified services or solutions, including changes in technical environments. The agreement will also include services related to the design of the data center, test and production environments, as well as central and local infrastructure.
The framework agreement will be non-exclusive. The intention is for the framework agreement to cover DSS and the ministry community's needs for service development beyond its own capacity and expertise during the contract period, but without any obligation to purchase.

See the tender documents for details of the estimated value. Call-offs on the framework agreement are is very difficult to estimate. The need for changes to the service catalogue and ICT solutions will vary greatly from year to year. This depends on the extent of upgrades and modernisation projects being implemented in the period. See paragraph 1 of the qualification documents. In addition uncertainty could arise due to unforeseen events. The total annual volume of service development and change of the ICT platform is estimated to be between [NOK] 5 and 50 million. The estimate is made on the basis of current needs and an estimate of changes for the next four-year period and is therefore not binding on the contracting authority. Call-offs on the framework agreement can thus be both higher and lower than estimated. The intention is for the framework agreement to cover DSS and the ministry community's needs for such services during the contract period, but without any obligation to purchase.
