The Norwegian Government Security and Service Organisation (DSS) shall establish a framework agreement with a service provider who shall assist with implementation services connected to the implementation of ICT systems and ICT equipment in the next five years (2+1+1+1). The agreement applies to DSS and the organisations to which DSS may provide ICT services at any time. See the qualification documents part 1 points 5, 6 and 7. following The framework agreements will consist of the implementation of ICT systems and ICT equipment including mapping, ordering portal, deployment planning, installation planning, installation of ICT systems and ICT equipment, migration planning, data migration, training ICT personnel, transport, disposal and storage services. The framework agreement will be non-exclusive. The intention is for the framework agreement to cover DSS and the ministry community's needs for implementation services beyond its own capacity and expertise during the contract period, but without any obligation to purchase.

Call-offs on the framework agreement are very difficult to estimate. There will be call-offs for services as and when they are needed. DSS will always assess which services shall be carried out internally in DSS and which services can be outsourced to an external service provider. There can, therefore, be large variations in the extent of call-offs for the various services in this framework agreement. This depends on the extent of upgrades and modernisation projects being implemented in the period, see paragraph 1 of the qualification documents, in addition uncertainty could arise due to unforeseen events. The total annual extent of the implementation services is estimated to be between 2 and 30 million NOK. The estimate is based on the basis of the current need and it is an estimate based on changes for the next 5 year period and is thus not binding for the contracting authority. Call-offs on the framework agreement can thus be both higher and lower than estimated. The intention is for the framework agreement to cover DSS and the ministry community's needs for such services during the contract period, but without any obligation to purchase.

Service contracts for equipment (maintenance)
DSS shall have an option for ordering specific service contracts/maintenance for parts of the equipment procured over the framework agreement for the procurement of ICT equipment as well as for existing equipment, including support for specific equipment.

Training final users
DSS continuously enters into a number of contracts for the provision of training services. DSS shall have an option for ordering courses for final users so that the final users shall be able to use the products and services provided through this contract. This will only be relevant if the service providers for the above mentioned contracts cannot provide the requested courses within the DSS’ required timescale.

The implementation services that DSS:IKT will procure via this contract will be services that the department has previously carried out itself. The contract therefore requires close processes and cooperation between DSS:IKT and the chosen service provider. A lot of time will be needed for training and it will probably be quite a while from when the contract is signed until the service provider can provide the implementation services as expected in the framework agreement.

Due to this it would be very disadvantageous to change service providers after the contract has been in operation for only a few years – particularly because DSS has not previously outsourced such services. A contract is therefore wanted for 5 years (2+1+1+1).

Call-offs, particularly call-offs related to projects, may be valid beyond the framework agreement duration of five years to ensure the completion of delivery.
