Framework agreement control plant

Bergen kommune

The contracting authority hereby invite tenderers to an open tender competition for a framework agreement for maintenance, installation and repair services within building automation and control plants, and is primarily meant to cover the need for the best possible maintenance of the municipal buildings managed by the Buildings and Property Department, but it also covers equivalent services for other units in Bergen municipality.
The contract covers the following elements:
1) Troubleshooting, repairs and replacement of components on existing plants.
2) Upgrades and expansions with an estimated value below 250 000 NOK*
Tenders shall cover all the points listed above.
The following is not included in the framework agreement:
3) Upgrades/expansions with an estimated value above 250 000 NOK*
4) Total new installations (new buildings and old buildings without existing installations)
The contract is for hourly work as well as for parts and materials that are necessary for the execution. The services are estimated to make up most of the contract.
The invoices for all parts, materials and equipment shall be based on the service provider's cost price from the manufacturer/producer. Profit/mark-up on parts, materials and equipment must therefore be calculated into the other hourly rates, fixed price or inspection and fixed price per building as in Annex 4A - Price Form.

Requirements: The service provider should have arranged conditions with respect to the payment of tax. The following certificates shall be presented, not issued more than 6 months before the deadline for the receipt of tenders expires:
For Norwegian tenderers:
— Tax Certificate, issued by the Tax office or the Tax Collection Office (form RF-1244).
For foreign tenderers:
— Foreign service providers are to provide authorisation from the corresponding authorities in the countries where they are registered for tax. If the authorities in respective countries do not issue such authorisation, the service provider must provide a declaration form regarding whether there is arrears on tax and if so the size of this. The declaration must be signed.

Requirement: Service providers shall have their VAT payments in order. The following certificates shall be presented, not issued more than 6 months before the deadline for the receipt of tenders expires.
— VAT Certificate, issued by the Tax office or the Tax Collection Office (form RF-1244).
Requirement: Service providers who shall perform work in Norway must meet the requirements for health, safety and environment as the Norwegian authorities at any time establish. HSE self-declaration in accordance with the FOA annex 2. Preferably use the attached template, see annex 3.

Requirements: The service provider shall be a legally established enterprise. Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established.
Teknisk og faglig kapasitet:
Requirement: Professional competence. Service providers are required to have sufficient competence to fulfil the assignment in a professionally satisfactory way. Documentation:
Tenderers shall document at least 3 persons in the company who have a certificate of apprenticeship within the relevant profession.
Tenderers shall document at least 1 person in the company who has a relevant masters degree or bachelor degree or education of an equivalent level. The person in question shall have at least three years relevant practice after their completed education.

Requirement: Ability to fulfil the contract.
It is required that the service provider shows good ability to undertake the task in accordance with the needs of the awarding authority. Documentation: Overview of the company's total manpower, as well as the manpower within the relevant professional field. Overview of the number of service vehicles equipped and fitted out for the purpose.

Requirement: The assignment requires service providers who have systems for quality management and effective flows of goods. Documentation: (shall be given in one of the following ways):
Alternative 1: Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
Alternative 2: If the supplier holds an ISO 9001:2000 certificate, this may be attached.
Requirement: The tenderer is required to have good experience with similar assignments. Service providers must complete Attachment 4 - Reference Form, concerning the most important relevant contracts in the last 3 years, including a short description of the assignment: scope, value, time frame and the contracting authority or recipient.
